On top of that, it's just how EVE works. All skills have 5 levels, even if there is no benefit to taking a skill all the way to 5 (which is the case for a few rare skills). |

You only need the level 1 skills in order to manufacture from T2 BPC's, but when inventing them yourself the skills affect your success ratio. |

Inventing anything with low skills will drive down the success rate of invention step greatly. Even at level 5 skills the success chance of module invention is around 50%.
In general you should have the encryption skills at level 4 and the relevant science skills at level 3 or 4 for any serious module invention. Otherwise you'll waste too much ISK on decryptors. Yes, that means it takes months to skill to a point where you can invent anything you want. Luckily you can start small - one encryption skill, two science skills up and you are good to go inventing a good number of things already.
As ships start at way lower chance, for ships level 5 is highly recommended. You can start off with interceptors and AFs at level 4 but inventing something like T2 battleships at anything less than maxed skills is terrible waste of ISK.
