I propose a reprocessing module that could only be anchored in null sec, with 58% reprocessing efficiency.
The rationale for this is this: Crius was supposed to make manufacturing in null sec more attractive. The mechanism was supposed to be the superior reprocessing. However, even if you have a Minmatar station, you still have to spend >40bn ISK + a huge amount of effort to upgrade it. Most people cannot afford this. For them, the reprocessing rate will be the 54% offered by the reprocessing POS, which is also available outside null.
The difference between 54% and 60% is of course huge. Basically, it means that you will spend 11.1% more minerals before producing anything at all. Effectively, you cannot compete.
Clearly, the advantages of having a fully upgraded station should be more than just the fact that it cannot be killed. That is why I am proposing only 58% and not 60% for this module.
The basic premise behind this proposal is that null is intended to be for everyone, not just the mega-alliances that can afford 40bn ISK upgrades east and west. |

I'd say: No.

Reprocessing Array: 52% Amarr / Caldari / Gallente Outpost + Basic Reprocessing Upgrade: 52%
Minmatar Outpost + Basic Reprocessing Upgrade: 53%
Intensive Reprocessing Array: 54% Amarr / Caldari / Gallente Outpost + Intermediate Reprocessing Upgrade: 54%

As mentioned, with a 54% module you have an 11.1% cost disadvantage as compared to a fully upgraded Minmatar station. That makes it completely uncompetitive if it is in null sec, because you have to get the minerals there and then ship the products back to trade hubs. Of course, anyone who has a fully upgraded Minmatar station will resist improvements for anyone else, but that is not a valid argument here.
The basic question is: Should you be able to be even remotely competitive without having the means to get that maximized refinery? If yes, then there must be a way that is accessible to the smaller guys to get above 54%. |

Accesibility to players (Most to least):
NPC Station>POS>Outpost
Benefits (most to least):
Outpost>POS>NPC Station
We see that the easiest to access have less benefits and the most difficult have more.

someone is forgettign that the alliance usually takes a cut of the reprocessing, so that 60% aint really 60% in the end. If you make an array that is 58% why even bother with a minmatar station. That array saves me on tax, saves me on hauling, and is an hell of a lot cheaper then that 60 bill station upgrade. |
