CODE agents are aware of the EULA and the rules about harassing newbies in rookie systems. You will not see it happen.
You also fail to recognize that venture ganking is a rookie friendly activity. Training into a catalyst capable of popping a venture can be done in mere hours. Newbies will be able to enjoy the experience of code enforcement from day one.
Enjoying exploding spaceships consistently and early can only help player retention. |

I'm not trying to defend CODE, but their ganking has actually helped keep competing miners in my system to a very small few. Which has been great for me. Also, the few CODEies I have talked weren't the douche bags that the OP seems to think they are. I honestly kind of like having them around. Keeps things interesting. |

They are about 300,000 market buy in most school systems :D
In comparison i just picked up 200 ventures @ 125k each at one of the Gallante schools.
Any ship that is a freebie for new players is dirt cheap to buy.

For a few million isk, you can purchase a T1 fit catalyst capable of delivering fatal blows to ventures.
But that's not all! James 315, saviour of high sec, in his benevolence, will reimburse these losses to those who enforce the code, even if they aren't alliance members.

I think that most of their members would make it very clear to inexperienced players that an obvious newbie using a Venture to mine in one of the designated rookie systems is not a valid target, to do otherwise would be detrimental to the way that they play Eve.
If you're mining in one of those systems in a barge or exhumer you're fair game, people who strip mine the rookie systems deserve to explode anyway, they leave nothing for the newbies. Outside of those systems everyone is fair game, newbie and vet alike.
