Your idea was reduce the effect of boosters by 1/3. My suggestion was 'what if instead of using percentages, we just made them a fixed-value improvement'. An issue brought up with seriously nerfing their percentage of increase was that it would really hit smaller ships hard as well. So if you made their increase a flat KM value of 2/3 of a battleship's base range, we're accomplishing the same thing you proposed but not negatively impacting ships like cruisers, where no one seems to have an issue with how these modules work now.
In other words, I've proposed the same solution you did, done differently for different effect on smaller craft. So you are in essence saying that you are trying to nerf ANY long range combat and haven't addressed the relative or absolute range issues, given that from a BS perspective both fixes will have the exact same effect. Or you are just arguing with me to argue and pound on the caps lock.

WOAH! I thought you said you wanted to DECREASE their effect?
With a base lock average of ~70km..
My 40% booster II (per my suggestion) adds 28km for 98km. Your 2/3 base booster II adds 45km for 115km.
And because of the stacking penalty, it looks worse for yours from there. Yes, my way might need a few ships to have their base range tweaked, but I can live with that. (Harpy comes to mind...ships with double range bonuses and also a few Minmatar ships)
The issue IS still as critical for smaller ships, because of both the locktime decrease and the range-in-proportion.
