As for the home ISP's i can only say what the standard is in our country(sweden) We have 90% if not 100% flatrate going on all of our internet connections. And approaching that on our landbased aswell as mobile based subscriptions.
The servers are hosted at the level 3 datacentre in London near Islington i think, I seem to remember reading on the forums that the isp is Icelandic telecom. The way this usually works is that CCP pay their ISP a flat fee for a committed data rate e.g. 20 mb/s or whatever, then they pay additional when they burst over that. There is no LINX presence in Level 3 currently, and when I traceroute to www.eve-online.com I go via level 3 routers so I guess that Icelandic telecom leverages the level 3 network.

The LINX refrence was to show tha amount of traffic one centre can handle not that CCP was using it.

Unless CCP has negotiated a poor contract I doubt they are paying more then 5000/7500 euros a month for their connectivity and probably considerably less seeing that about half of their traffic to subscribers is local and can be dumped on the London and Amsterdam internet exchanges without having to pay a penny (besides the fixed cost of the cable).
Oh, and please stop the politics thing. The telco market in the EU is *very* competitive, the mobile market here is the most competitive you'll find anywhere for example. The only thing the former state-owned monopolies still have going for them is the analog landline market and the resulting piece of the DSL pie they managed to secure for themselves under heavy competition. The POTS (plain old telephone system) market is on the verge of desintegrating under pressure from mobile phones and VOIP in some countries already.
Monopolies don't die very easy, I know the former state telco in the Netherlands abused its position (owner of the copper last mile) to hurt the reputation of their competitors and they still managed to get more then half of the dsl subscribers (buying competitors helps) but they are being kept in check reasonably well by the telco watchdog now.

As regards POTS - in the UK BT has started it's 21CN (21st Century Network) program to rationalise everything down to a single IP network. I'm still a little sceptical about VOIP replacing POTS but BT aren't stupid. They must be sure it'll work.

Most MMO's don't require much bandwidth per client. Very little info is actually being transferred. Images etc are all part of the client.
In a way, CCP's servers are a website. Our clients are just "browsers" accessing the site. Lag can be caused by a variety of reasons, but I'm now convinced that most of the lag I'm getting is serverside. I can play other games with no lag, but seem experience quite a bit during busy hours in Eve.
