Either Get rid completely or Reduce them dramatically. Im talking 10k range and intense cooloff periods.

The EW system needs reworking for balance, but there is nothing wrong with the concept of multis.
PS, this has been gone over several times in the ships&modules thread

ECM is the only module that's racially dependent, unless you count damage as being racial. The multispectral version is the only one that's in keeping with other precedents. Why can you use the same module to dampen a gravimetric sensor that you use to dampen a magnetometric sensor, or to boost it? ECM and ECCM are a freakish anomaly in that regard. I don't know why it was chosen to be so much more complex than other EW types, but getting rid of multispecs is not the solution we need.

In some respects multi's are balanced
It will take at least one more multi spec the jam a ship than using a racial ECM

Each ecm module has a chance to jam a selected target, they no longer stack so two ecm multi-spec's each have a base chance and does not depend on the first one failing or succeeding.
I have been a Caldari ship pilot for several years but probibly two months ago I gave up using Scorpians and Rook's. For the simple reason is that I have excelent jamming skills but 95% of the time I would use the jammers I would miss the jamm and this has cost me many ships. So I just don't understand why people are saying they need nerfed. I just don't get it. I've switched to recons and all damage ganking b.s.'s now.

Why does everything have to balanced????
As I have already posted in yet another post whining about ECM ' Life is not balanced '
It seems to me that everytime someone gets away from a PVP'er using some module that they have not perpared for they come on to the forums and complain about it stating that it needs to be 'Balanced' which means Nerf'ed.
I say learn from it and perpare for it. Otherwise we might as well get the dev's to put everybody in noobie ships with civilan modules and scrap all skills. That is the only way thing will be balanced!!!!!

If ECM is a win button, then all you'll see is ECM and you'll be at the same level of combat and survivability, except it'll just be ECM duels, rather than the nifty combat that EvE is capable of.
It's like the old Starcraft joke:
How to balance Starcraft:
1) Make Zerg uber 2) Everyone play as Zerg 3) Game is perfectly balanced
I don't think ECM is quite as game-breaking as people say it is, but I do think ECM and nos are a little too powerful, because every single PvP setup absolutely must have one or the other on it, and if it doesn't it will be inferior to the setups that do. That's the definition of an overpowered module right there.

May be so but having used ECM, the cap drain is high, higher than most other modules. To sustain a jam on a ship you require either cap boosters, nos or someone else boosting you. Also if you use the EW ships ( ie Blackbird) they are some of the weakess ships in their class ( Minmatar aside ).
I know there are some worth while comments on ECM, but to state ' GET RID of ECM ' is stupid in the highest degree.
And as for 10k range and intense cooloff periods totaly ridiculous.
Its smack of sour grapes to me.
