The strange part is how the system seems unable to reduce the index again, if the system falls back to no activity at all. I did "screw" my main production system directly after the patch by simply setting up some ship hulls and the index climbed from 0.9 to 2.1 over night.
I had to abandon the system and switched from a single large POS before Crius to 10 small POS, scattered around after. Now i not only separate different activities per system, but also rotate locations. It took 20 days for the index to fall by 0.4 for the "screwed" system and there was zero activity since i left.
This means if you wanted you could "screw" a system within a single day, while it will take months to fall back to the initial index again.
I have no clue if this is intended or not. |

How do you know there was no activity? no stations, and no POS but yours?

Ah oki just double checked and its only 16 days, since i moved out of the system. So i will check if after 28 days the index is reset. Btw to what does the index reset in such a case of zero activity for 28 days? 0.001?

it seems to take very little activity to significantly increase the index. I have seen it jump several points, instantly, after installing a single job at a remote low sec station that had a very low index.
Does it infact compare to the global average, or the regional average?
If it was balanced for global comparison, but actually uses regional data, that would explain how a single character, or even a single job, in a remote region, can have such a significant impact. |

Look at the Domain region for example.
You will see that the minimum cost index is 0.10% in systems with no stations, and 0.09% in systems which do have stations. We have been told it is based on a 28 day moving average. So obviously, if there has been no activity in the past 28 days, the minimum cost is set to 0.1%, and then the facility modifier is multiplied to that.
Bugsy, when did you do your test? I'm not sure the global numbers were normal shortly after Cruis was released. Many people had shut down their operations in the weeks leading up to Cruis, so the global hours were likely smaller than normal, meaning your job was a greater fraction of global hours than it normally would have been. |

I'm in a 0.04 system, so I assumed is was 4%. |

On my site, I'm multiplying it by 100, to display as a percentage, rather than a multiplier.
