ECM/ECCM its been haggeled quite a bit. From what I've read most people seem to agree that most Electronic Warfare is fine and ECM is the only one I see specifically argued over. I'd like to look at why I think that is and then see where the debate goes from there.
What does Electronic warfare do?
The simple answer is that it interferes with the systems of another ship making less effective in combat. Most EW modules seem to make combat ranges drop, one mod reduces the range and speed of a target lock, one mod reduces the ideal range and speed of turrets. In both cases, getting close to the oponent negates or reduces the effectivness of the module. Also since they work primarily at longer ranges the target of these mods is less susceptable to warp jamming. Meaning they have a decent chance to run away.
By contrast ECM renders the target unable to lock back. This cripples most offensive systems. Getting close can not negate the effect, and there is no reason for the ship using it to stay at range, which means ECM works well with Webbers, Scramblers and Nos. The other modules not so much.
Because of this synergy ECM seems to be far and away the most powerful EW module. What if we changed it to be more range oriented, you can use ECM as is but it works best when you are far away from your oponent. The rational would be that the closer you get to the emitting sensors the better chance they have to "burn through" your jamming.
Whith this fix ECM would still be potent but would not gain the synergy with Nos, Web and Scramblers. It would then be a tool of the mid to long range fighter instead of the I win button in 1v1.

The total jam mechanism is still a problem, and long range warfare dosn't need further encouragement. Moreover, the other types of EW behave in the same way, better at range because of the way they work.

Why is it that everyone has to complain about them. ECM has been in EVE since I started and I knew then what they did, and at that time no one was complaining about them. In fact ppl were suggesting that you used ECM to get over the so call 'Missile In-balance'.
It seem to me that if you do not want a ship to prevent you from locking them Use an ECCM that is what they are there for and stop complaining about these modules.

People whine about ECM being too good and still, they never use ECCM.
Two options; -all is balanced, peole are stupid. -ECCM shuld get better.

ECM and ECCM are fine at the moment. If you bother to fit ECCM, you will notice, that you hardly ever get bothered by ECM (disclaimer, providing you have sensor strength of around 20 to begin with).
Electronic warfare is a part of eve combat that cannot be ignored. Many do, out of principle. Do the the fact they want to win by outgank or outtank. And they lose.
ECM is kinda problematic, as it is long range, and it's effect are total, instead of just modifying excisting ones. What it could do, is reduce the max target amount on a ship. Or something. Dunno. Just reducing their range to <50km max with all possible boni could be a start.
