Dear Constituents;
The concept of maintenance for voluminous structure, especially advanced structures is a tremendous and robust task to pursue. Yet, if implemented on a kernel level and introduced to the universe as any other training/career venture, it could easily ascend to the ranks of all other objectives. This proposal is proof of intent to enhance the general runtime environment by establishing more active assignments and passive credit to anyone seeking to advance in the fields of maintenance engineering management.
Proposal Overview- Accordingly, each large, anchored structure has a voluminous amount of space. Each unit of measure represents a given job or task area to be completed. Once a progression of points have been accumulated, the structure as a whole is given a re-certification status and allowed to receive further benefits and provisions from the commission.
Layout of the Astro-Municipal Maintenance Commission (AMC)- With the implementation of new
- ships,
- skills,
- private security forces
- assignments,
- equipment,
- labor contracts and
- trade
The Astro-Municipal Maintenance Commission (or AMC) is deployed into each region under the unilateral authority of CCP, CSM and CONCORD. The purpose is to create open trade agreements between two or more space structures anchored within hisec territories. These agreements represent the commitment of each station's operators to maintain a minimum degree of custodialship as well as an open trade of
- duty officers and commissioners
- resources,
- base technologies,
- accreditation skills,
- new trade routes,
- negotiations and
- optimization for each property.
Closing- To summarize the proposal, it should be formally prepared and presented to CCP, CSM and other realtime developers for a more precise evaluation and to determine the density of continuity that EVE Online as a whole should expect. This includes
- budgeting,
- artists renditions,
- roadmaps,
- dynamic logistic reports,
- open source API,
- new AURA scripting and
- news releases concerning development opportunities.
Notes:
- Number of program modes- 2 (Active (Long-term) and Passive (Short-term) credit progression)
- Approximate time of realtime project completion- 3 to 6 months
- Approximate time of realtime subject research- 45 days
- Approximate number of new fleet vessels- 7 times current number of factions
- Approximate number of new equipment units- 12
- Approximate number of skill levels- 5
- Approximate number of related skill courses- 14
- Approximate number of new certificates- 19
- Approximate time to complete the runtime training- 19 days
- Approximate number of stations per skill level- 1
- Approximate distance allowed between two or more stations- 2ly (or 2 jumps)
- Approximate cost (tariff) towards CONCORD- 10,000 isk per 30 day occupancy
- Approximate station improvement bonus- 10% off mineral and material cost per corp or alliance per level
- Approximate number of agent members per agreement- 100 per level
- Approximate loyalty point score per 30 day increment- ???

I think under all the bullshit, the OP wants to allow trade/courier contracts to originate at a POS.
whatever the idea is though, it reeks of too much red tape and bureaucracy, so should be nuked from orbit before it gains any traction. One of the bitter points of a good bittervet is the realisation that all those SP don't really do much, and that the newbie is having much more fun with what little he has. - Tippia |

Eh, people into RP have viewed CCP as "the government" and CSM as a "group of government representatives" in the Eve world rather than as an entity removed from Eve's lore do to them being real. |

I think he's talking about making it so you can do...something (And I'm not quite what) to make it so a station (station being a POS or just a station, or a freaking moon for all I can tell) is able to upgrade for certain benefits.
...That's...that's about it. Corps and alliances can upgrade POS/Station/Moon.
Now I'm going to go take an aspirin. |
