If you are a beginning miner you should be just selling the ore. If you are a pro miner you should be compressing ore at a pos, and then selling the compressed ore. If you are a highsec industrialist you should be refining compressed ore at a POS. If you are a nulsec industrialist, you should be refining in a fully upgraded Minmatar outpost. Not really. You just save up your ore until you have say one billion ISK worth in maximum high sec refine mineral value then set up your small tower and compressing array and do the business. One hours POS fuel and a few charters is a negligible cost compared to the ISK you will be making. Afterwards take down the tower and array to keep your low profile. Voila!
2% / 4% is 2% / 4%. Most miners will have the 5% mining hardwiring fitted after all so every little bit more counts. |

^Pretty much this. Yeah, 2% isn't much on its own, but in the grand scheme of things, it is one more bit extra. In this game, min/max is so huge is most arenas of EVE.
For those who may be operating solo or under limited ISK, pro tip as suggested above, you don't need to have a full time POS running for simple operations such as the occasional refining or compression of ores. Anchor, online, use, offline, then unanchor and scoop (or leave the POS in place anchored if in a safe area, saves you the POS tower's anchor time). No need for tedious setups or multiple defensive modules, no need to guzzle down over a hundred million ISK worth of gas each month. At most, you spending a few fuel blocks and a starbase charter for your time. Believe it or not, that 2% can pay for that and more. |

Actually it will all depend on the Ore / Reprocessing Skills / market Prices.
The Market has not yet fully adapted to the massive changes from Crius.
Some Ore's are better sold Raw, Some Reprocessed and some Compressed.
Best advice is to check where YOU want to sell and see where you get more 'bang for your buck'
