If one wanted to maximize lvl 4 mission running, and was starting with a completely blank slate, what does the community think would be the best way to go about it in the least amount of time possible. The metrics for this would be time to complete the average mission, and the ability to not be very discerning when picking and choosing missions. Also, I am limiting it to T2 or worse for mods, since faction mods are A) absurdly expensive at the high end and B) skew a lot of things.
My current top choices would be either a Raven, a phoon, or a domi in the BS class and a cerberus, an ishtar, or a zealot in the HAC class. However I am really not sure which would be the best. Command ships would be an option but the time it takes to get in one effectively makes them a non-starter for the purposes of this. However the ability to use them in the future would definately help the HAC choices.
All the above is my ramblings, so feel free to correct me, I don't claim to be an expert and this thread is a call for advice and debate.
All the BSes suffer from resist holes in two places, which somewhat limit their ability to tank non-ideal missions. However, they also offer far and away the best raw DPS. In addition to fully realize their potential they can require fairly steep skills. In particular the phoon has fairly insane skill requirements to be utilized to its fullest. Also the drone users can have aggro problems (Domi and Ishtar primarily and also the phoon to an extent).
The problem with the HACs as I see it is their damage may not be enough to break the better BS tanks fast enough. All the ones I listed above have fairly good universal resists. They all have one hole, but that can be covered reasonably easily.
My current leanings are that it is best to head for cerberus straight away. It takes a moderate amount of specialized training to get into, but its not excessive IMO, and both shields and missiles are forgiving on T2 shield requirements. The main concern is time to kill the larger BSes on missions. In addition, to some extent an EM hole seems like a bad hole to have. Also, in getting a cerberus one would be setting themselves up for good raven setups for those missions where a tank may not be broken.

Raven. Pick your damage, range isn't a problem, you can shield-tank against whatever you need to.
Even a committed Gallente pilot can't seriously argue that any other ship is as fast as a Raven for mission running. I wish I could ________________________________________________

raven, and if your starting a mission running alt its definately worth considering faction gear as its more effective than t2 and has far lower skill reqs.
i started a mission alt a couple of days ago and by spending around 750-800 mill on a gistii tank i'll be able to do lvl 4's fairly easily about 3 months from char creation.

from a self confessed pirate this is great advice, are you trying to increase the value of the loot drop?

I am not going to be running these missions enough to offset the additional cost of a faction setup. Plus I rather like running in low sec, where a faction setup would be idiocy of the highest caliber. So its more or less off the table.

Yeah Raven just blitz's any PvE content really, nothing really comes close. However im not sure how good it is with just T2 max mods, cause almost every mission running in a raven i know has at least a pith-b SB.
Domi is a nice cheap option for low-sec/0.0 mission running, you can get it to do all the lv4's for a total cost of ~200mill (or 155mill if you include insurance payout from loss).

For ease of low sp mission running you can't really beat a cerberus with a gistii type-a small booster. Yes, they are expensive, but for low skills this setup is a lot more viable than the raven setups.
Yes, there can be issues breaking tanks with HAC dmg especially without maxxed skills but it is fairly rare (the only one i need to call in help on is the last boss in vengence, and the help is in the form of a 1.5m sp vexor)
I know you really didn't want to use higher than tech II mods and to be honest I've never tried running the cerb with a tech II booster, with the gistii i can run the tank/hardeners 100% of the time with the cap stable at 45%. The only real problem you might run into is if you happen to run missions in sansha/bloodraider areas and you get those varients more frequently.

I can probably handle a gistii A booster since those are what, 70m. I was mainly trying to avoid a full faction Raven worth a cool billion. And yeah, if I go Cerb I will likely have to avoid Amarr based agents due to EM, which is quite the drag.
