Well, it seems there is a rather gray area around wether VAT has to be paid on card games. My searches on offical sites states the following-
Books and newspapers are exempt from VAT Gambling and lottery services are exempt from VAT
I have successfully argued in the past with customs that card games should either be considered a book or magazine because they have both pictures and words and are used to tell a story. I have also argued with success that CCG's are playing cards and therefore gambling products.
I would advise anyone who is charged VAT on their cards to argue the above points before paying.

The main problem is that if the package states that inside there is a magazine, your all fine, but if it states something else, ex. Rabbits .. customs doesn't really care.. they're going to charge for whatever the package states.. unless your lucky and live in the same area and can make a trip over and argue with them your chances are slim.

Unfortunatly the description on the packets are: Game time cards, which appearantly aren't exempt from VAT.

You are entitled to contact your local VAT office and claim a refund if you believe you have been wrongly charged VAT.

Gambling _services_ at exempt.
Gambling devices are perhaps not.
I would argue them under the books header if anything.

I believe that this CCG will fall under the provisions of exemption based on Notice 701/10 because the game is both printed matter and comes supplied with a manual. I would strongly suggest anyone who is being charged VAT for the game challenge this and quote Notice 701/10 when doing so.

i just got one of these DHL duty and vat things hmm
called them up and quoted what u had found out man and they are now looking into it and i should be reciveing a credit note ot off the money they say i owe them.
will post with an update on this
