For an older player it would mean that he had to delay his current goals a bit to train that skill to 4 in one rush. For the new player it would be even worse, since they already don't know what to train first. They have already a huge pile of important skills that they need to learn.
So in the end all vets have that skill and only newbies can get ganked more easily at a gate. Imho useless timesink, especially where is the point, if you can circumvent the drawbacks of eve-without-instas just by investing a few days/weeks to train that skill ?

I still don't get it, why people think low sec travel should be safe or why some think, it should be especially safe with an industrial ship. Sorry, but this is still some sort of RPG. It makes absolutely no sense !
"I want to be secure in low security space and I don't want that griefers can attack me." .... what a crap. That isn't high sec.

The supply lines between some large regional markets should be disrupted imho, if the shortest route goes through low sec space. If things get more expensive on one market or the other, there is also more reward for the people, who trade between these regions.

A mandantory skill without anything else is useless, if it brings you right into jump-range. Everyone will train that to 4 or 5 immediately to get a perfect jump in, except newbies. So where is the point to introduce that skill ? Just to waste everyones time a bit and make it more insecure for new players ?
I'd rather give 5km jump in and if you get scrambeled, you can't jump anymore. Then interceptors could chase indis on instas again and instas wouldn't be used to circumvent the vulnerability in low sec and 0.0.
The 0 km jumpin to avoid to be killed is a tolerated abuse of the game mechanics currently. Nevertheless it's wrong.
