A few times I've been killing an NPC and this thing that looks like a targetting bar comes up at the bottom of the screen. I assumed it was something to do with target jamming, but I can still target the ship fine and I just cannot work out what it means. Can anyone explain what the bar is for and why it only comes up occasionally?

Target painters (If you dont know) make your ships radius larger so turrets can hit you easier. The rats are using it to get better hits off you.

Jammers is called "Target Jammed" on the ticker. That might also be overruled by other effects (i.e. it only shows ONE ticking timer) Dark skies torn apart Heavens open before me I, the light of death |

Miscellaneous means non-jamming EW. It'll say jamming if it's ECM.
In the case of Angels it's target painting. Sanshas prefer to tracking disrupt.

Serpentis do damps. Pretty annoying but nothing to worry about, especially in a blastership.

The countdown bar just means a negative effect is being applied to you. What effect depends on who/what you are fighting. You actually get a similar bar under locked enemy pics when you use negative mods on them.

Turret jammers show up as miscelanious as well. CCP should add in their missing text for these things. Jammers currently say "jamming" not "miscelanious"
