I heard -5 standing with a faction like Caldari State makes their customs officials shoot at you. Anyone run into this or is it not really implemented yet?

It's the Navy officials, I believe, not Customs ... but yeah, it's implemented. Once you're below -5, they will try to stop you getting through.
They're fightable though, unlike CONCORD. ________________________________________________

Thanks, so does the -5 take unmodified standings or modified with Diplomacy skill? And if modified, is it possible to have -10 standing and Diplomacy 5 to reach something higher than -5 standing?

-8.75 raw = -5.00 after diplomacy 5. That's as bad as you can get and still be safe. ________________________________________________

Only the unmodified standing counts.
If you reach -5, navy of the faction will shoot you even if you modified standing with skill is better.
Filled a petition long time ago and was told by a GM that the modified standing only counts when talking with agents.

I'm -7.something to Amarr, I occasionally just go there to shoot at the navy for the heck of it.

It's been going back and forth between using modified or non modified for ages. Atm I think it's modified. But would never count on it to be honest.

I got almost -7,26 at gallente now (- 5,15 effective) and here are some facts about the issue i found out so far:
When you have a raw standing of -5 (not the effective one), you won't get any further standing loss through derived modification, which means you can do storylines for the opposite faction and your standing will fall as far as the standig limit (caldar-gallente its -5). From then on you only lose standing through killing ships of that faction.
And now to your question: Yes, when you have an effectivestanding of -5, they will shoot on you, but if you take the fact above into consideration, it's easy to keep your standing above this mark. And even if you go under -5: it's rather funny what will happen. You jump to the hostile faction's territory, you get a message that you are not welcome bla bla, then 1 cruiser and 2 frigates will start to shoot on you. And they are not very strong. At least the gallente ones are not a big thread, you could fight and kill them even in a frigate. They don't do much damage and die fast. They don't drop cans and when you killed them, they respawn. Always only that cruiser and the 2 small frigates (which can be killed with 2-3 heavy missile each ), so nothing really to worry about.

No, you can safely dock.

So with my standing of -5.83 to gallente which is with my diplomacy skill at -3.93 i would be safe in gallente space exept for those navy ships that will come and try to shoot at me. Just wanna be safe that is all. But what about the story that if you have a bad standing you to a faction you cant go to a 1.0 sec system and stuff like that is that true. What systems can i go to in gallente space all or just to 0.5 security systems. No more missions for me like enemies abound cos i think i cant affored more standing lose to gallente.

Your standing thus is -3.93 and you will not get any navy chasing you around yet.
The navy only chases you around in high sec and in all high sec. You can enter, dock, and do everything in high sec, but you will have 2 frigates and a cruiser SLOWboating after you whereever you go.

You either misheard or were mistold; it's security rating that has that effect (very low sec rating, can't go even into 0.5; somewhat low sec rating, are only barred from 1.0, and so on).
Faction standing and navies is an all-or-nothing affair. If you're above -5, they'll tolerate you; if you're not, they won't. ________________________________________________

It isn't an all-or-nothing deal.
Take the Minmatar Republic as an example. Different forces guard different systems. Some are a bit trigger-happy, others don't mind.
And if they're set on basic or adjusted standing seems to change occasionally. Sometimes they even do not react at all - or they shoot mission runners before those do anything considered hostile. --*=*=*--
Even with nougat, you can have a perfect moment. |

I was talking from my experience from moths ago, so things could have changed.
What happened to me is that i had unmodified standing (kanidh) of -5.8 and -3.5 or so with diplomacy skill into account.
I travelled throught Khanid territory in a bestower thinking that I was safe, but suddenly in a gate some small frigates from navy started to shoot a me. No big worries because that frigates do almost no damage. In others gates the navy ships ignored me. So I continued the travel thinking that with that small forces that dont do real damage, o dont react at all they couldnt kill me. Then I reached a gate that have not small frigates but a navy geddon that popped me in two volleys
Petitioned the loss for the standing issue and was told that only unmodified standing counts to be shoot by navys. If that thing has changed now, dont know.
But beware, because forces of navy ships change from one system to another. In a quick ship im pretty sure noone will have trouble, but in a slow boat you can have some trouble

Sorry; it's an all-or-nothing deal as far as *standings* go. The cutoff point is always -5, no matter what sec rating the system has. ________________________________________________

that said storylines influence a lot of other factions now as well its possible to reverse pirate factions thro careful use of empire missions
I guess CCP are always making tweaks anyway but will be interesting once factional warfare comes in (cosmos agents are an alternative as well)

I went through a bunch of systems with sec status from 0.6 to 0.9 and i always only got hunted by 2 frigs and 1 cruiser. Nothing else aggroed on me. As I understand it, you have a sort of police that is mostly around the gates and scans for illegal cargo, you have concord that is a sort of interpol and faction navy which is usually not present and responsible for hunting you down.
