Do the swapper and the swapee have to be the same race/bloodline? How long does it take?

What Im aware of they do need to be same race and bloodline, dont know how long it takes though --------

The FAQs on that say that it must be of the same race, bloodline, and gender. It is (so they say) intended to fix cosmetic mistakes, not change your character's background or ancestry.

Yes what Divine Lucubration says is right.
Your race and bloodline has to be same. Because every bloodline and race has specific base attributes and other values which cannot be changed once the character is created.
So only use the char swap if you think your char portrait is ugly.

Bear in mind that, given the current inability of whichever server it is to render forum portraits, your portrait will change in game but not on the forums.
Having said that, you appear to be a month-old exclamation mark at the moment. So you probably know there's problems with forum portraits already.

Had my potrait swapped just last week. From what I gather the forum portrait will take months to click over. <------ Hence this guy is still ugly  For the ingame portrait, all that is required is one downtime. However, you will still see your old portrait ingame until you clear out your portrait folder in cache (Same deal with anyone else that has your portrait in cache, until they clear their cache, they will still see the old you). always remember... Think before you post
