A pirate complains that people using instas avoids his gate camp... He is in empire, so can't bubble. His solution, the entire gate camp has 10,000 bookmarks each in thier cargo hold. So when a mark warps to a gate... they lag out for 3-4 minutes... long enuf to get popped before they can react and activate the gate.
To me... this sounds like an exploit.

So does this mean that the issue of putting 100s of 1000s of BM in 100s of shuttles at a POS to lag out an attacking fleet is also an exploit?

Yes. In fact, even a relatively small number of empty cans sitting outside a POS to induce lag is considered an exploit.

are you telling me that i'm making other people lag around me when i carry my can of bookmarks from place to place, or is he talking about dropping those bookmarks one at a time in a jetcan or something, i'd hate to think that just having them in my hold is making people lag

And how exactly would one go about "proving" this? Not many people fit cargo scanners, and if you get hit by the big bad Lag Monster in such a case, how would you even manage to obtain a cargo scan?
Or is it just a case of petitioning about obscene amounts of lag, and hoping the CCP Staff actually investigate?

So, how is this classed as exploit, and different from a POS with a bunch of ships around it in space each filled with insta's just like the OP's scenario - which is not classed as exploit?

Intentionally generating lag is considered an exploit.
Leaving cans full of bms to lag out somone warping to a gate falls under this definition.
Having ships/cans full of them stored at a POS "might" also do so, it depends on if the owners can justify them being there or not.
Again just another evil of bookmarks in eve tbh.

But if the pirate happens to have 10,000 BMs in his cargo hold that he was going to trade to his friend on thursday when he logs on, it's fine. Same with the PoS thing. If they just have 100 shuttles with BM sets they say is for BM distribution, it's not an exploit. If they say they did it to create lag, it is.
Of course people who would lag/break a game to win (akin to knocking over the monopoly board because you're losing), are going to be the type who will be honest when asked their intent, right? :P
I think it's clear that in the case of 10k BMs by a pirate at a gatecamp, or 20k BMs in shuttles at a PoS, their intent is obvious, but it seems people are skiddish about calling them on it.

This is one huge can of worms tbh. Intentionally using game mechanisms to create lag to achieve an advantage ... CCP would have to be on the scene during such events to be able to do a case by case assesment. After all, checking after the fact or allegation bears no point without logs.
You can never be 100% sure even in clear cut situations, it always comes down to one word versus the other. A gang for instance which preps before downtime to be in position on a gate straight after downtime, is that an exploit? If the intention is to mass log on and hit the gate that way lagging the people already in the system out as the node has to adjust .. well .. for the victims that is considered a logon trap/sploit. The other side may or may not have intentionally set this up. And they can always say they logged in for combat, not to trap.
Can of worms tbh.

Its happened to me before, I have found a way around these BM camps.
Alwayse set a waypoint as your destination, when warping to a gate activate Auto pilot mid warp. Now your ship will automatically activate the jump gate after exiting warp (if you used a BM). When you start to jump dis-engage Autopilot so that you can use you BM at the next system.
Even if you lag because someone jammed a can full of BM's near the gate the autopilot will jump you out on its own.

not to make this even harder but empty cans can be used for real tactics such get in the way of clocked ships on warp in or scouting pods ect so this is even harder but BM cans are really stupid and should be removed from the game though log checks and then bans pepoel will stop useing the tactic when they loses the ability to play ------------------------------------ fix eves industrial sector!
