Well, I'm not exactly a new player, but missions aren't in my list of "things I have done", so I have a rather stupid question: When the standings are calculated for the purposes of whether an agent's missions are available to me or not, which standings figure is used? Their faction towards me? Their corp towards me? The agent themselves towards me? All of the above? Or... something else?
I have awful Angel Cartel standings (-4 or so), but decent standings (2.3) for Dominations, an Angel Cartel corporation. 2.3 standings should be sufficient for level 2 missions, yet the L2 Dominations agents deny me. Is it necessary to fix my standings for the whole faction to get access to them?

The agents standing to you personally also matter, although if you satisfy either agent, corp or faction standing requirement the missions should be open to you IIRC.
Bring up info on the agent, it should list what standings you require to use them. If you haven't done so in the past it may be worth training diplomacy and connections, they help with standings problems.

Great, thanks! That's probably what wasn't making sense. I will finish up my Angel Epic Arc then maybe do some L1's and see where that gets me.

Even though 'The Plan' was created to repair Empire Faction standings, the same principals still apply for repairing standings with Pirate Factions. Check out the chapter - Pirate Standings.

In otherwords the scale is
1 - (-2.0) 2 - 1.0 3 - 3.0 4 - 5.0 5 - 7.0
And any of the 3 standings can be taken into account. If you have faction standing to 5.0 then you have access to all the L4 agents for all the corps under that faction.
So long as the faction standing is above -2 it's possible you have access to only one level 4 agent and not the others of a same corp if you have standing with that one agent. The only way this is possible is by having standing shared to you by a friend/alt doing fleeted missions.

Level 1 Agents are always available, even if Faction and or Corp drops below -2.00 standing. However, if standing for a level 1 agent drops to -2.0 or lower, then no access to that agent.
Same with Corp, if standing drops to -2.00 or lower, only level 1 agents within that Corp are available, regardless if you have +5.00 Faction standing.
Basically you have the right idea, keep the standing above -2.00 and you'll always have access.

Standings work top-down.
So first they check faction standings...if good, agent is open.
If not, they check corp standing...if good, agent is open.
If not, they check personal standings...if good, agent is open.
Keep in mind though that if your faction standings are below -2.0 then you can never get agents of L2 or above untill you fix that standing.
