Ok so it goes 1. Setup 2. Draw 3. Management 4. Battle 5. End
Does this mean I get one battle or one set of battles per turn, or can I still warp ships that didnt "assault" anything after a battle phase(No I dont want to move/activate anything that I used in the attack). Can I pay for ships after a battle phase?
Anyways, what I mean is once I have any combat, do I just have to end my turn once its all resolved? Do I have to declare all my attacks before resolving any of them?

In your management phase you warp ships to regions wich you want to attack. Once you've completed your management phase, you go to the combat phase. You resolve all battles in all regions. (if a battle is fought, it immidiatly starts another battle with the left over ships. This means you can withdraw any/all of your ships to a friendly region.) Once you have resolved all your battles the bettle phase ends, and you go to the end phase of your turn. (you could stil play news at this point in your turn.) Thus ending your turn. _________________________________________________________

Unless you are the last man standing, then you cannot leave that region anymore in that turn...or activate commands for that matter.

Reread the rules You can withdraw after the attack even if you are the winner. --

Okay I see... in the part of the rule book about the battle phase, it says this:
" a) If at least one defending ship has left the battle during this battle phase, start a new battle phase. If this was the last defending ship, the attacker still starts a new battle phase in this region and may use it to withdraw."
You were right, you can leave the region as attacker after the battle, no need to stay there if you don't want to (which I like a lot better than my previous interpretation, cuz that could leave your home-region pretty defenseless if you're not being careful...)
