Resistance amplifiers?
They do have their place, and do get stronger as you train the various flavored skills. They do have the upside of not being able to be shut down by cap warfare as well. Training the skills up to at least 4 is always a good thing, and 5s don't take that long either.
Shield rechargers, flux coils and power relays you don't see much in PvP, unless you have some uber-passive tanked battleship you like to play asshattery games with. They are mostly used for PvE activities.
Since the cessation of their usefulness is imminent, may I appropriate your belongings?

There's always a time and place for passive resist mods.
The problem with using those in PvP is the specific damage types. NPCs are easy because they typically use the same damage type regardless. Players have various motivations for choosing damage types, such as aiming for resist holes. You'll usually get all-around better results by using an Omni like an Invuln.
The exception comes when you have enough slots to fit an Omni and plug a few holes. |

They weren't traditionally really trained above 4, but new Gila/Rattlesnake doctrines have made me do them to 5 on request. It depends a lot on what you fly and the groups you fly with. There has been some speculation that the PP nerf might make shield doctrines more popular again (with people bennyhilling about). It's only a few weeks train if you're properly specced so I'd hold off doing them until you have a heavily used settup and the right attribute mapping.

The main reason to consider these skills is if you want to design fits to counteract very heavy neuting and retain a good tank. This is mostly done in level 5 missions.

I can't speak for sub caps but i have trained them to V for my carrier if i get neutted out and the actives are shutting down i refit to the passives and hope that buys me enough time to get out of triage and receive support from my sister carriers.
so at least with the chimera they have a place but the skill hasn't helped me anyplace else since they stopped affecting the active ones when they went offline. |

If you are not using them now, and don't see yourself using them, don't bother.
If you could see yourself using them at some point in the future, train 'em to III or IV (not a big commitment)
If you're mapped for them, and might wanna try them out, I'd get EM and Therm to V and be less concerned about training Kin/Explo past IV.
