click the portrait in the top left of your client. then go to the skills tab, there should be an "open skill cue " button you can drag and drop from there.
you can also click on the progress bar (Blue/Black) just under the portrait to go straight there

For the skills you already know you can simply drag the skill over into your skill queue. Simply hit the Apply button once you're happy with what you have in your queue. You can re-arrange as needed (as long as you meet the requirements for training a skill at that level).
For new skills you can simply drag the skillbook from your inventory into the skill queue, or you can right click on the skillbook and select "Inject skill" which puts the book into your list of known skills (at level 0), or you can select "Train to skill level 1" which will put the skill into your queue as the first skill you're training.
You won't be able to inject or train any skill that you don't meet the requirements for. |

You seem to be asking about two different things.
1. To re-sort the order in which your skills are trained: open your skill queue and drag/drop them in to whatever order you want them trained.
2. To upgrade a skill: with your skill queue window open and your skills list open in your character sheet, drag/drop the skill from skills list to skill queue. |

Hmz.
I am going to be bood and ask?
Have you done the tutorials?
As they explain how the skill system work.
If so, reread them from the F12 menu.

When in doubt, left and right click everything. You can't do much damage unless you press "self-destruct", "reprocess", or "trash it".

new skills you buy off the market. As no one mentioned this.
once you have bought a skill it goes into your inventory in the station you bought it from.
you can then right click the skill, and inject it, to add it to your list, or train to lvl 1 now. Then drag and drop into skill queue to add more
