Just have a few questions.
One thing that really brought my attention back to EvE was the capital jump drive changes. By the sounds of it it makes moving huge capital fleets rapidly around New Eden much more difficult. Is this true? Has anyone seen the effects of this change yet? Like more Sub Cap fights with less Caps / Super intervention / hot drops? The one big thing that turned me way from null sec.
The other thing is PvP. I want to start over pvp wise and start fighting in smaller ships like Frigs / Destros / Cruisers. I heard they re balanced these all and they are all viable and decent PVP options now. What are some frigs / cruisers that are considered the best for PvP right now?
Going from that are there any other sites other then Battleclinic for PvP fits?

It's much less common to have a fight be escalated by an overwhelming supercapital fleet as the range a supercapital fleet can move for a surprise attack is about 10% of the size of the EVE map, maybe a bit less. This has led to more use of small capital fleets in lowsec, as written up in this article on an EVE fansite: http://www.themittani.com/news/rise-lowsec-capital-fleet .
Small capital fleets are beatable with subcaps.
As for small ships with strong showings in PVP - the Worm is the absolute best frigate right now, and the Gila is miles above other cruisers. Destroyers are still glass cannons, but they have more cannon behind them than they used to. For cheaper ships, almost every single tech 1 frigate or cruiser is viable although some ships aren't suited to solo use.
For PVP fits - they get discussed in a lot of disparate places, mostly on alliance or corp forums.

If you are set on small ship warfare, I'd suggest looking into one of the newbie friendly Faction Warfare corps. That or RvB or Brave Newbies.
That also takes care of your fitting and ship questions. Once you are in a decent corp, there'll be plenty of experienced people to offer you sound advice. Much better than you'll get from EFT or Battle Clinic.

Try osmium, the browser based fitting tool. The failheap challenge, 'ship setup hangar' part of the forums. Oh and these forums as well, though I suppose you already know about that one.
