Ok Fozzie here is a half researched idea by someone who has taken no effort to run numbers or theorize any actual data.
Add a logi bonus to covert sub systems.
Blops need a reasonable logi ship that can travel with them at the same jump fatigue.
Covert sub systems already make the t-3 a bit squishy and should balance out the possibility of them being made OP for regular fleets.
or I could be completely wrong. |

I dunno. Black OPs fleets are already pretty powerful due to their high mobility and ability to pick their engagements and appear out of nowhere. I feel that their inability to field logi is an appropriate check on their power that keeps them from being able to go toe to toe with traditional fleets of similar size. |

Covert subsystem doesn't make them squishy, just nerfs their DPS. There is already a logi bonus on certain defensive subsystems. |

Really? Squishy?
Now this is not the best fit. Just wanted to throw something together real quick.
Reps 2,340 HP per cycle 113,000 EHP
The only thing they lack is a range bonus. But I think everyone would agree that would make them OP.

The problem was discussed and acknowledged at EVE Vegas. The posts claiming everything is fine or alternate current solutions are wasted.

Then why open a thread for discussion.
Maybe you can enlighten everyone to the resolutions proposed at EVE Vegas for those of us not there.
And I also have a hard time seeing any of the T3's in a covert logi fit being "squishy" So maybe if you could show some numbers to back up your claim...
[edit]
By the way you said so yourself in your OP you could be totally wrong. So far people have shown you are in fact wrong. So you claim to end those discussions with this idea it was discussed at EVE Vegas, yet provide no details. I call BS. |

Sigh.
The discussion at the round table had no solutions. Fozzie when asked, stated that they were aware of the issue and looking into options to correct these issues but did not want to create a new ship to address it, nor create something that would be OP throughout all platforms.
So the thread is to offer a possible resolution that would not create much work. The covert ops subsystem idea would easily limit any bonuses to a specific ship class being used for a specific purpose.
I did not propose any specifics because balancing is not my gig. But I could imagine things like covert sub has a 500% bonus to rep range (probably still not covering the possible jump in spread) and a reduction in the subsystem bonus relating to repair amount or a reduction in modual cycle time.
And yes since the covert mod adds a medium slot over a low slot in a typically armor tank fleet that typically has armor boosts, being required to do virtually 0ms, while being primary, I believe it to be squishier. And I am not going to argue about an effective Blop BS having little more tank than a BC. Yes yes you can talk about shield fit comps or blob type comps or any other crap that somehow makes you feel l33t, but it does not help correct the issue of either range or rep amount of the current options to adequately support a small BLOP fleet.
This thread was to propose a possibly effective or ineffective idea to a known issue. |

But there is already abonus to rep amounts on the defensive subsystem. That is not an issue, it's a 10% bonus per level too. Covert T3 are not squishy in the slightest. If you sit at 0 and don't move that's pilot fault, not a squishy ship. |

That said, I'm expecting the RR subs get a decent range bonus in addition to the current strength bonus, something like 150-200% would suffice and make them more useful in this context without stepping on logis toes.
They have a lot more tank than T2 logi cruisers, so they should be operating in hard tackle range, but 6km range is not very practical in many scenarios.
