Now that I got your attention, help me out a bit.
Im looking for dps heavy, cap stable super killing boat that uses missles.
Factors are these,
Cost, keeping the cost fixed at 1.3b
Ships I can use,
Cald BS 4 Cald Cruiser 5 T2 open all subs at 5 Minnitar BS 4 Minnitar Cruiser 5 T2 open No sub skills
Now give me your best shot. Looking to speed lvl 4's

While people do use Tengu and even the Cerebus - generally level IVs are the realm of marauders and BS:
Golem for Bastion goodness RNI SNI phoon TFI if you also have projectile skills crosstrain some gallente + drones and get stupid DPS from a Rattlesnake |

Cap stability is a trap. Learn to love the Heavy Capacitor Booster II and your ship will be much more effective!

I personally use an RNI with a fit quite similar to http://eve.battleclinic.com/loadout/49928-Raven-Navy-Issue-Optimal-Level-4-Missioner-Updated-for-Hyperion.html , though not quite as deadspace/faction fitted, anyways +1 for Hyperion reference!
Need more well-formatted linking.

RNI is prolly the way to go with ur SP
You might reconsider cap stability though, if you need something I'd suggest using a cap booster as multiple cap mods hurt ur dps when u could have made use of rigors / TPs / ballistic contols. |

Also when working out cap stability/depletion-time do not include conflicting modules that are never used at the same time. For example if you are in a MJD drone boat and stand still and snipe with sentries and only ever use MWD out of combat then including both the MWD and the Reppers in cap calculations is unnecessary.
