The problem with traceabillity could be solved through alias history in the player info. Lets say you have been scamed by a player who changed name. Just search for the old name and you will get a hit on the new, and when you check player info for alias history the old name will be shown. Just an idea...

Another good idea would be with this to be able to go into a medical facility and get a face restructuring and hair growth. At any time you should be able to retake your mug shot at a Navy or CONCORD station (or through the black market) and wear different cloths, makeup, decorations, hair style, and strike up a different pose.
