Quite a few different setups you could do. I guess I'll share my active hardener tank, but there are passive tanks out there too. Caracal isn't the best for ratting, so depends on what you're fighting and how you want to make use of it.
Highs: 5 heavies Mids: AB, medium booster, 3 hardeners Lows: 2 BCU's (could also do PDS or WCS if you're worried about getting jumped.)
2 light drones in drone bay
With this one, you can try to transverse around the BSes to keep the heat off you with the AB on. The drones help with killing webbing frigs too.

Caracals are good for supporting someone else while they hunt, but not mush so when they are soloing.
Some of the main problems are lack of lowslots, and since it is a tech I cruiser with no natural resists you pretty much have to fit EW or tank.
If you fit tank, you will likely run out of power before everything is dead, since you'll have to commit to max hardeners/extenders and you've only got 2 lowslots worth of modules to help counter the cap loss. Also, if you fit tank, everything will be shooting at you since nothing will be jammed.
If you fit EW, you will have a non-existent tank as all your slots will be used with EW modules and cap recharging modules. If you fail to jam or dampen for a cycle or two, without a good tank you will get the crap kicked out of you rather easily by just about anything in space.
If I was going to try NPCing in a Caracal, I'd probably fit it like this:
High: (5) Heavy Missile Launchers
Medium: 10 mn AB Target Painter 2 EW modules (Either ECM or Remote Sensor Dampeners) Sensor Booster
Low: 2 Cap Power Relays
2 Light Drones

The basic idea is to warp in at 100, and bookmark the 100k warp in point. Depending on where the NPC's are, you may have to warp out and back to your bookmark at a certain range to get the NPC's where you want them.
Make sure you have the target ship's speed set in your overview, and try and pick them off one at a time. Fly in a straight line away from the NPC you are shooting at, and fire backwards at the EXTREME range of your missiles, which should be about 100-125k away from the NPC's depending on your skills.
The fastest ships are also the most dangerous, most of the time, because they can overtake and web/scramble you.
Watch the speed indicators on the overview, if there is a ship heading to you at super high speed, paint them and let go with your missiles while you AB in the other direction.
Make sure you are aligned to a planet, not a moon. (Since nasty POS are all over the place nowadays)
If they get too close, like within 25-30k, warp off to something and go in for another try in a few minutes.
The battleships will be the toughest to kill. My advice is warp in at the optimal range for your EW, and try and keep the jamming up on them.
Leave the painter off vs. BS, they're plenty big enough without the painter.
Warp in, jam if you can, and keep firing until you at least get into armor, unless your shields drop down below 35%. If you get into OMGRUN shield status, just warp off and try again when your shields recharge.
Mind you that most BS fire cruise missiles and torps, which REALLY HURT tech I untanked cruisers.
Best advice I can really give other than all that is to insure your ships, because you will lose quite a few of them.
Perfect advice would be to join a corporation out in 0.0, fly along with a veteran who can soak up the damage while you kill the smaller stuff like battlecruisers, destroyers, cruisers and frigates. (Which takes him too long in a Battleship)

My advice is to passive shield tank it. The caracal simply does not have the cap to run a medium booster for very long. What other people have said about engaging from long range is also a must.

Hi.. I used this set up for Guristas so the kin missile bonus helped..but have also done a bit of ratting in 0.0 Angel space..
Highs 5 Assault T2's
Mids Rat specific T2 active/passive..depending on your shield/cap skills..T2 extenders..as many as your fitting skills allow Lows 2 BCU'S
2 rat specific drones
I have good shield skills and have well over 10,000 shield points with this fit..sure it takes a while to break the tank of the higher bounty bs's but with the 2 bcu's makes it a bit easier..also the recharge rate of shields is really good. Take out frigs first with drones and one or two salvos..then work up to the bs's..keep orbiting around one of the bs's to make it hard for their guns..also with angels i find that they mainly use auto's so easily keep out of range..iv never dropped below 7000 shield and the passive recharge rate with good skills is awsome.
Also..if nasty peeps jump in and tackler inty tries to web/scram you can make him cry..and you may escape..if not..well his ship cost way more than yours and you prolly made more isk than your ship ratting anyway already..rinse and repeat!!

1x 10mn AB II 4x whatever you want (hardeners, cap rechargers to run the AB indefinitely, and large shield extenders)
2x BCS
You'll pretty much have to stay at range.

Supporting a BS/BC - 5 assaults
Add some tank in the mids (and a painter if using heaviest vs. frigs) and some DMG mods in the lows. With good shield skills and resists it should survive pretty good. I think of it as mostly a support ship to WTFPWN smaller ships with swarms of missiles from assault launchers, but you can get great range with heavies and the right skills. __________ Your wife's B!tch Slap strikes you perfectly, wrecking for a lifetime of pain and misery... |

therefore your lows should be BCU's and your mids should have an AB and a sensor booster of some kind (preferably named). Throw in ecm's too when they get too close.
Other than the fact that your ship is made out of styrofoam, your biggest concern is going to be your lack of DPS against BS's. Counter this by using the aforementioned BCU's and by using the Best Heavy Launchers you can fit/afford (preferably tech2). Having the relevant damage/range skills is also a must. Additionally, youre going to want to take advantage of that kinetic missile damage bonus. So my recommendation is to hunt Serpentis or Gueristas (but their missiles hurt so watch out)
Lastly, Im going to vouch for the Caracal as THE best ratting cruiser in the game. Ive downed officer spawns in Cloud Ring with little difficulty. Its not going to be as fast or as pretty as ratting with a BS, but its your most cost-effect option.

Clearly I'm doing something wrong, as I've found 5x heavys, and 2x bcs isn't really enough DPS to break NPC BS tanks. Either that, or my skills suck too much :)

been using a caracal myself lately for serps, fit was
5x heavys 1x small sheild booster, 2x rat specific hardners, 1x 10mn ab, 1x cap recharger 1x bcu, 1x pdu
works a charm warping in at 60-80km, keep transversal high to the cruisers and BS and i havnt had a single problem with it so far.

well youre going to want your Heavy Missile skill to 5, Heavy missile spec to 3 or 4, cruiser to at least 4 (you should get 5 anyway), warhead upgrades to 4, rapid launch to 4, missile launcher op to 5, etc...
but even then, if youre not using tech2 equipment youre probably going to have difficulty with anything above 950k spawns (Serpentis). In fact it becomes even more frustratingly slow since NPCs spam defenders as well.
But you get what you pay for. There arent too many tech1 cruisers that allow you to successfully handle multiple BS spawns
