The shades come free. :) All the skills are below and I'll provide screenshots of implants/standings from in game later tonight (around 2000 evetime). As you can see he is very specialised in dealing damage with projectiles with all the support skills maxed. Add to this that Advanced Weapon Upgrades 5 will be complete by the end of this auction and it's a very nice character you're picking up. Furthermore I would estimate he's not much more than a month away from being a dread pilot (maybe less)! He has no kill rights (for or against) and has small positive standings towards minmitar corporations. Auction Rules Minimum Bid & Reserve: 2.5 billion Minimum Bid Increase: 0.1 billion Buyout: 6.5 billion Sniper Rule: 15 Minutes Auction ends at downtime on Tuesday 19th September (ie 11 evetime). Edit: You're probably right but it's still a good character that's not that far away from being a dread pilot. I'm sure people can make their minds up by checking the skills he has trained.
