technically its the only way to even use a mobile lab... (I think) since you can't "dock" with the mobile lab... you need at least scientific networking rank 1 (system range) to use the labs

I know for a fact that it is the skill that makes use of POS labs possible.
I had a character with Lab Ops at Level 4, who was unable to use POS Labs. I trained Scientific Networking to Level 1, and he was able to use POS Labs.

Nope, you can place the BPOs in the storage of the mobile lab and use them that way without networking. Puts your BPOs at risk though.
There's really no reason not to get it for the piece of mind.

I just need to get this straight.
With Scientific networking lvl 2, I would be able use a mobile lab 5 jumps away from the station where the BPOs are stored to work on them ?

My understanding is that you need to have the BPO you wish to research in a *corporate* hangar in a station and then you can remote research at a POS lab according to you Scientific Networking skill level. I have not been able to test this out as our corp does not have an office near to our POS. I do know that if you try to run a remote job using a BPO in your personal hangar (whether docked or in space when performing this operation) then you will be able to select the POS research slot but the client will hang upon calculating the quote (you can press escape to 'unhang' it). If instead you have the BPO in the research lab itself then you cannot use your remote research skills on it to even see the BPO from anywhere in space. However if you do not have the remote research skill and the BPO is in a lab hangar, you can right click the BPO and select the research operation you'd like to conduct. AFAIK these are the only two ways to run a research job in a POS lab.
The inability not to be able to run a POS research job from a BPO in a personal station/outpost hangar remotely might strike you as a bug, but POS labs are really corp assets, not public assets, and therefore I could reluctantly swallow an explanation that this is why it only works with BPOs in corp hangars. The inability to see BPOs in the POS research lab remotely though is surely a bug.
Hope that helps.
