Does anyone know where I can find and read all rules and regulations in HS... like when concord will intervine or not. stuff like that.

Google 'Crimewatch', should get you the dev blog with all the flags, triggers and conditions.
In short, concord comes for you when you take an action which gives you the criminal flag, you get that from activating an aggressive module on someone you do not have permission to kill

Just don't ever put your safetys to red in highsec unless you intend to suicide gank someone with the ship you are currently sitting in.* If your safety is green or yellow the game will not let you do stuff that will get you concorded.
*You'll occasionally hear some veteran player boasting about how they always leave their safety on red because they "don't need any hand holding from the game"... ... well, I can tell you: it's pretty darn hilarious when 5 min minutes later you hear them screaming "oh, what the fu...?!?" as they get their shiny incursion BS concorded due to a miss click. |

I warped cloaked to a deadspace site just as the guy inside was triggering his smartbombs to shake off a few rats. I bet he still wonders why CONCORD slapped him. |

One of the first advice I picked up in my first corp was "Never use smartbombs in high sec". Guess someone must have done the same thing =) |

And this is why I tell new players that smart bombs arw dumb and you should never use them in highsec unless you want to go all the way down on you sec status.

Safety set to red wasn't my brightest choice, thats what allowed me to destroy the wrong ship in a duel Concord hapilly raced over to explain that I should check my damn target before squeezing the trigger turns out the overview shifted as i was ctrl clicking the pilot to lock him up ready to fire. |
