idea numero juan (lol see what i did there): cloaking mechanics
i feel that what cloaks DO is great. i think that what they can offer in both terms of information gathering and stealthy pvp is great.
however, i do not feel that the way they IMPLEMENT these benefits is best.
essentially, once you activate a cloak, you are impervious. there are only 3 ways that you can possibly be killed, one is if you are on grid with someone who saw you cloak, burns at you, and decloaks you. second is if you are on grid and a bomb drops on you. third is if you are smartbombed by someone who manages to get close enough to you.
so, once you get to a safe, with no one else on grid, you can do all the cloaky shiznit you like with impunity and zero risk.
my proposition is simple, when a cloak is activated, it sets your capacitor recharge to zero, and drains cap at a 1 GJ/s rate (with no cycle time however, so cloaky pvp doesnt take much of a hit).
you may think, "uh, whats that gonna do?", well, it does a few things.
bomber fleets can still warp around cloaked and do all their stuff, pilgrims can be pilgrims, cloaky nullified t3s in null can still do whatever, etc etc, BUT, you can no longer sit in x system all day, cloaked, with no repercussions (combat probes).
andddd ya, thats it, this was the best idea i could think of to target afk cloakers, and not 'honest' (; pvp'ers, who could be cynob!tches for hotdrops or simply watching local for whatever info they are interested in, all while not risking a thing until they decide to uncloak for whatever reason.
if this change were to take place, i think it would be felt most heavily in low and null, a bit in high sec, and almost no effect in wh-space
idea 2: industrial cyno
basically, a normal cyno, not covert, that can be activated in any system other that wh-space. this would include high sec.
this cyno would allow for rorqual transit between high sec systems as well as low and null.
thats pretty much it. haha. i personally feel that the rorqual is under utilized in all areas, but if allowed to move between high sec systems, since it can already be used in high sec if you build it there, the ship would be of better use and higher relevance.
- 2 add on ideas to the industrial cyno 1.) give the orca a jump drive that can only lock onto industrial cynos :D probably wont ever happen lol but i think itd be nifty 2.) allow the rorqual to use the jump portal generator. stipulations being that it can only bridge to industrial cynos and that only industrial ships can use the bridge. so haulers and barges.

No to your cloaking device change. 1) AFK cloaking is not a problem. 2) If my cap recharge is 0, how many times do I get to warp before I have to decloak. Kinda defeats the purpose of cloaking.
As for Industrial only Cynos. I kind of like it, It would actually probably help improve operations in NS and LS if you can move a whole fleet around easier.
As for Cynos in HS, All types should be allowed, and all ships should be allowed in all regions of space. Restricting access to certain areas based on ship size is an arbitrary limitation on gameplay. |

And why would you want to completely remove regional market variation? |

@Mario Putzo: IMO, it doenst defeat the purpose of the cloak, it jsut alters the meta behind how you use it. if youre worried about running out of cap, dont activate your cloak until you get just outside of 14.3 au of what youre warping to.
@Danika Princip: im not sure a force undock is the proper response for a -1 linear delta. im also not sure what you mean about removing regional market variation. |

Cloaks have been broken since they were first implemented.
CCP has given up on them, and are concentrating on major issues at hand.
Like the 1% of people using carriers/supercarriers and somehow exploiting the fighter/fighter bomber scan resolution. |
