It has come to my attention through sources in the area that CVA is harboring a known fugitive from Cistuvaert in its outpost at X-R3NM. He is variously known by the name of "MadJohn Rackhem" among other aliases. This individual leads a corporation that has attempted to strip mine Cistuvaert, a known starting place for new cadets of the Center for Advanced Studies. It is suspected that one of the members may be controlling multiple barges simultaneously to strip Cistuvaert bare.
Although I repeatedly asked said individuals to depart Cistuvaert, they persisted in their strip mining operation. I was forced to declare war. After experiencing heavy losses, they scattered to the far corners of the galaxy. I started tracking them down, but it seems that at least one of them has retreated into CVA territory. I respectfully ask that CVA expel this known fugitive back into empire space as I would most like to, uh, speak with him further on this matter.

from my understanding of CVA policies we do NOT interfere with official wars as long as none of our allies is targeted.
in this case you should be able to come down into our space and solve your problems yourself.

Just out of curiosity, Mr Anu. Why are you hunting this fugitive when you have allready acomplished your goal? He and his fellow accomplished have left Cistuvaert, leaving the belts for the new cadets. Was that not your initial request for them?
(all criminal accusations from this post, is to be considered as beeing allegedly)

I had thought that only your allies were allowed into your space and able to dock at your station and that no one else would be allowed entry such that CVA would defend anyone there who could. If the fugitive remains a large, I will seek permission to enter through the proper CVA channels. I will take it that the fugitive is, in fact, not an ally of CVA.
Jaketh Ivanes, they have left their strip miners in Cistuvaert and intelligence suggests that they are doing missions for sovereign corporations and hunting for pirates in 0.0 space in order to replace their losses from initial fighting so they can challenge me again in Cistuvaert. It is therefore in my interest to strike them before they can rearm as a means to bring agreement to my terms, which is merely that they move their strip mining operations out of Cistuvaert permanently, as quickly as possible. They have refused to agree to this and in fact have said they will attempt to step up their mining operations instead of stand down.

CVA space is open to anyone who sticks to the rules. basicly no piracy
