Yeah, you need to reload your API after you purchase a character.
By the looks of the sale, you should be flying a Mach for PVE and what you fly for PVP depends on the situation. But anything that uses projectiles and is minmatar you should be pretty well suited to fly. You should also be able to fly anything Gallente but it doesn't say much about hybrids in the description.
For PVP I recommend you start at the bottom using the cheapest frigates and working your way up. Starting where you are actually skilled to fly without the knowledge on how to properly use the more advanced ships will end up being a disappointment and a lot of wasted isk.

Here it is,sorry I missed posting it. Before I quit for some time was running lvl 4's solo in a Mach. Was thinking of joining a null sec corp as that is one aspect I never did on EVE. Just want to know what would be ideal for pvp and pve based off of current skills |

You have decent skills in engineering and gunnery, Minmatar T1 ships, and nothing else. Since you have no tanking skills (neither armor nor shields), your best role in a PVP fleet is probably going to be flying an e-war ship or cheap tackling frigate -- something that's not likely to be tanked much anyway. Train some electronics skills, and one type of tank or the other (maybe shields first, although some Minmatar ships can use armor effectively). Train drone skills after that.
As for PVE ships, you might consider a Cyclone or Hurricane for 0.0 ratting or level 3 missions. They are relatively inexpensive and you're bound to lose a few until you have a better understanding of the game. |

Yeah, that is a pretty poor SP distribution. Definitely train the tanking and electronics skills asap.

1 thing I can say:
I hope you didn't pay too much for that character, the skills it has are below avg IMO
First thing you should work on:
Tanking skills....and work on them hard. Also drones.

It says youre training large autocannon specialization to 5... plz dont do that. You only need to train those to 5 when you have nothing better to do. The 2% increase in damage is really negligable, when you clearly have so many other things that need dire skilling.
As J'poll said, drones. Your drone skills are an abomination. You should train to be able to fly T2 light and medium drones.
Next work on your sheilds, they are pretty bad too. Get Hull upgrades to 5 as well.
Next, work on some of those navigation skills. Evasive maneuvering, warp drive operations, to 5.
After which, you should be able to fly maybe a T2 frig decently, and will do well with a t1 cruiser as well. |

Let's just say for the time being that you're going to use shields and guns, not armor and missiles. Download EveMon and create a plan including the following skills:

Cloaking IV (if you are interested in covert ops) Propulsion Jamming IV Electronic Warfare IV Long Distance Jamming III Frequency Modulation III Sensor Linking III Target Painting III Weapon Disruption III
Advanced Weapon Upgrades V Capacitor Emission Systems IV Capacitor Management V Electronics Upgrades V Energy Grid Upgrades V Thermodynamics III
Surgical Strike V Trajectory Analysis V
Drone Avionics V Advanced Drone Avionics III Drone Durability V Drone Navigation V Drone Sharpshooting V Drone Interfacing V Light Drone Operation V Medium Drone Operation V Heavy Drone Operation V Sentry Drone Interfacing V Gallente, Minmatar Drone Specialization III (and Caldari and Amarr if you like)

Set up your training queue so you're training several skills to level I, then several more to level II, then several more to level III, and then several more to level IV. That way, you'll get several skill increases per day for the first few weeks, then it'll be down to a few skills a day, then one new skill per day, and so on. When it's time to train advanced weapon upgrades V, you'll be accustomed to waiting the better part of a month for a skill to train.
I did not include in this list anything for armor, for missiles, or spaceship command. Since you have frigate V and cruiser V, you could train for another type of T2 frigate/cruiser. (I see you already have Assault Frigates IV.) Interceptors or covert ops might be a good choice, depending on what you want to do.
Despite what others have said, the character's skill distribution isn't the worst I've seen. You in fact have excellent skills in Engineering, a category usually overlooked by newbies, and these will help you fit more and better modules on your ship.
