So I have the nosferatu draining a rat cruiser and I'm watching my cap recharge WITHOUT jumping 100 every 12 seconds. Next I let the rat recharge for a while still watching my cap recharge slowly. Then I switch the nosferatu on once more and still no difference...my cap recharges at the same rate during the whole operation.
Do these things actually work?

nos can only drain a set amount of cap from npcs and i do not think that it refreshes over time. So your heavey nos will drain that amount on a cruiser pretty quick. When you notice yourself not getting anymore cap it's best to just turn off your nos as they will just be hurting you.

Aye, just tried again and I seem to get ONE boost from each ratty at then nothing...pretty much like you said. However I left it running and it didn't seems to drain me instead. I'll have to use it carefully.

having a nos on rats also decreases their shield boost and armor rep frequency or something iirc according to a patch that they deployed sometime in the past.

When ratting in a muninn, I noticed that some NPC Battleships often required one reload from my guns if I didn't use NOS, but with a small nos on, died just before the end of my clip. There are some variations according to the quality of hits, but at least, my personal experience seems to confirm the fact.

NOS definitely effects NPCs. I used to run an AC cyclone for 0.0 ratting and it worked great with 3 med nos. Without running them, i had no chance. With them on, even triple BSes were no problem.
