This proposal should make a lowsec like Chess vs rolling dice
Eve Low sec is too easy to get around in. With instant local, pirates can roam, cover a rejoin in a few minute resulting in resource gatherers get to easily disrupted to be economical. Those who do spend some time in local have their ships set up so that they can be in a safe spot cloaked before a Pirate lands in system. The way things are low sec is the best place to deny or be denied assets. Instant Local GÇô combat is over once a person enters into local Can't use Block aids like bubbles.- miners can't reduce the risk because bubbles can't be on the gates. Resulting in: Low Sec is inhabited by small groups or individuals. FW drove the resource collectors out because there is people in system.
Correction GÇô allow both Pirates (Aggressors) and Resource collectors to invest time though a procedure to hide from local. It will be possible for those 2 different people ever knowing they were in the same system. The system I am proposing will allow either Aggressors/Pirates to lay traps for resources collectors and allow recourse collectors hide from random roaming pirates. It will be difficult for Blobs to stay hidden and small groups or scouts on patrols could maintain being seen from local easily.
Allow pirates and resource gatherers fade into the back ground. Fade into the status of NPC that we never see in the game. Allow us to fade from Local, first after a process, investing time into the system their name disappears from local Paired with a cloak a pilot can become invisible to the naked eye.
This will allow pirates to set up traps to catch some juicy prey instead of the prey scattering at the slightest spot of local. This allows Missions runner or resource gatherers feel safer as they may see a local spike but they know they have time to ignore blob or get that last rat or finish that cycle before jumping out.
Step one The hiding process -Assumptions GÇô A person who hides needs to be weaker than one who is noticeable - -->Fix- Require a Slot to be dedicated mid slot GÇô GÇ£a detection inhibitor.GÇ¥ -Assumptions GÇô A task has to be completed to make the person actively hide from local. -Assumptions GÇô This task needs to be at a chock point so that there is a chance encounter with another pilot hiding in system. -Assumptions GÇô While completing the task the person can not be cloaked -Assumptions GÇô to Hide initially it will take effort but that effort. Maintaining this level of hiding requires limited effort. -->Via the on board scanner a person can scan down the GÇ£Local communication pylonsGÇ¥ that set in system, the number of pilots will increase depending on the number of gates in the system. Ie one per gate. -->the Player will need to Jam 50% of the local communication pylons with his GÇ£detection inhibitorGÇ¥ within 1 hour, within every hour a player needs to visit one of the Local Communication pylon to hit is with a detection inhibitor. Other wise they players name will appear in local. --> A pirate or aggressor can find his GÇ£detection inhibitedGÇ¥ pray by manually searching Places on the over view or warping to book marks from previously scanned down objects. Or using scan probes that may be spotted by others actively looking for them. (A pirate using his directional scanner may quicken his search by identifying wrecks or ships types on the ship scanner.) Though a pirate may want to go though the the Detection inhibiting process before he starts looking as the prey he is looking for will mostly think he has already left. Or if the Pirate has already GÇ£Detection Inhibited with in the last hour and is returning to system (log back on, come back from worm hole or returning from a previous system the prey may know know he re-entered system. --> If a person talks in local, gets a aggression timer from PVP he appears in local. -->Once the PVP aggression timer is over the player can try to remove him self from local by inhibiting 50% of the Local Communication Pylons again. --> When using the Detection Inhibiting module the ship needs to target a Local Communications pylon and let the detection inhibitor run one cycle. Skill used to run this equipment will reduce the cycle time of this equipment ie 5% per level. The Equipment needs a base 15 Seconds to run the 1 required cycle. -->Only 1 Detection Inhibitor can be uses on a pylon at any one time.
This should allow ->a Pirate Scout after some time of inhibiting Pylons in the constellation he wishes to inhibit to be able to patrol a section of space with out showing up on any local. ->Allow a pirates to lurk in a system or a couple of systems with out showing up on local. ->Should allow resource collectors to Secure a trade route in low sec with out alerting pirates that the resource collector is constantly coming through. ->Should allow Mission runners do a mission with out worry of a Pirate seeing in him in local, scanning him down to kill him, The Mission runner will know the Pirate may not bother scanning him down since the pay day may or may not be there. ->Should allow mining ops to be more less risky as they know they won't appear in local, there for the pirate entering system may not know the mining op is there. --> Will make a Blob almost impossible to hide.
The used of scouts at gates will be required at each gate to maintain an eye on inhibited players returning to system un-noticed... though there will be breaks in the eyes on the gate as the scout needs to refresh his inhibiting timer. Unless there is a relief scout

This should allow the current game play of Gate camping or station camping in Low sec,but will allow those who spend their time in preparation the opportunity to gain the riches of in low sec in safety unless the predator has spent more time in setting up the trap. Also with the inhibiting of local this way traps can be sprung or counter sprung with out knowing the opposing side as they may have spent some time hiding their numbers. On the other hand some one may have been watcthing the Pylons, counting how many people are hiding.
Mechanics story: Local Communication Pylons are connected to jump bridges and are used to keep track of Capsulers and help relay communications though the jump bridge network.
The pirate factions have been working together to find a way to remove them selves from being tracked via the communications network. With the introduction of the detection inhibitor their activities have been hidden from operations. This technology was only for the most loyal of members. Now the hardware has been extended the capsuler.
The detection inhibitor is a mid slot ewar device that can hide a pilots signature from the local communication array by just applying the ewar attack to 50% of local Communication Pylon with in the system.
This detection inhibitor is illegal in Concord patrolled space. Blue prints are available for LP points from Pirate faction.
