And if so.. what skills would you reccommend and where would you allocate the starting stats?

It depends on what you want to do really. If you want to pvp, willpower and perception is good, but you also need intelligence and memory for other areas like engineering skills and such. Basically it¦s best (IMHO) to balance them well, with charisma a bit less than the others. You can plan your char here ________________________________

As Gallente you should consider training droneskills, since they benefit most from them. Also consider traing learningskills, depending on how long you think of playing EVE.

I recently created this character, and was able to get Gunnery lvl 5 and small hybrid turrets lvl 3, total of about 260k sp. Use the link above, its a great site and you can completely create your char the way you want.
As far as useful skills - I would reccomend spending a month training all the learning skills to at least 4, usually 5. Then focus on drone skills, and depending on what you want to do from there. If your looking to pvp / mission run, train gunnery skills...honestly don't know much about mining =]

If I could start over, I would have taken this route:
Gallente -> Intaki -> Reborn +3 Perception, +1 Memory, +1 Int Federal Navy Acadamy -> Operations -> Command -> Captain Training
Then you start with Frig 4, and Spaceship Command 2. Train your spaceship command to 3, then you can hop into a cruiser quick, and fly a cruiser around for the first couple months while you train learning skills.

Again, one of the 100,000 posts on this...
Race does not matter. Stats only matter with the time it takes to train in the skill that uses the said stat in primary and secondary.
Most keep Charisma low (since there is only like 8 useful skills to the average PvPer)and have high Perception, Willpower, Intelligence and Memory, generally in that order.
Ships and drone skills are great, but don't forget your support skills. So far about 2/3 of my skills are support while the rest are combat or ship related.
