I am in my new Frigate, I have a gun mounted (LLEP Hybrid Turret) and ammo (that I finally figured out how to load)...
I jump into a system, find and asteroid belt and go to mine a bit of ore...
How do I tell the NPC baddies from the PC baddies and the Good guys?
Yes, there was a red + in one belt, but that was before I figured out how to load my ammo... I ran away... Noob in training...

NPC's appear as red + icon on your overview. Players appear as white [] icons. If its a red [] icon then its a player pirate so run away!
Make sure you do the tutorial, its a bit bit long and borning but lots of good info on it. -----

You see that red guy over there shooting at you? He's the bad guy.

Thanks, I did do the tutorial (twice) but I have to admit, there was a lot I either missed or was not told (like how to load the ammo into a hybrid turret... by the way, you click on the weapon and choose the ammo to use from what is in your cargo bay, it loads 200 rounds)...
I have learned the "Run Away" tactics, I would like to learn the "Blast the Bastage" way of life as well... but I fully suspect a player pirate to be a much harder target then the NPC version. Noob in training...

Actually, my nephew has just started Eve, and the whole new tutorial-introductory agent missions are a vast improvement over what we had. Do the initial tutorials, then go to the four agents named on your qualification certificates, one for each race, then do the storylines for them. by the end you'll have a good 8 mil in your pocket and will pretty well know more then enough to get by in Eve. Make sure you have a half decent frigate set up though, some of those storyline missions can be a wee bit tough for somebody new to Eve

It depends on the player pirate. There's always the guy who wants to pirate before he figures out how to load ammo.

Umm, what qualification certificates - the random-seeming, unexplained loot "graduation certificate" that doesn't obviously do anything and that the agents never refer to? I went through the tutorial twice last week and didn't get cued in that direction. Need to see where I stashed those...

I feel bad now, because like you, I did not get the tie in... but unlike you, I know what I did with them... I practiced with the "Trash it" button... I guess I will be slower getting my first 8 million Noob in training...

Once you progress further, you'll find out that enemies in EVE can be anyone you want them to be. I've fought against most of the major alliances in the game because I roleplay a mercenary; my group gets paid to fight. It can be scary to shoot another player, but it's also exhilirating. You may find you want to live a life of piracy, and shoot down unsuspecting people next to you (just be certain you're in a low-security system). You may decide to get involved in alliance warfare and fight for your territory.
So, "good" and "bad" in EVE is relative to your point of view.
If you want some pvp tips or how to fit out your ships, you can convo ro send a message to myself in game (click the people and places tab, at the top search for my name, right-click and choose convo or message). _______________________________________________
