I am going to say Amarr space is what your looking for. It has twice the systems of the next biggest npc empire, and a fraction of the population of the largest player base (Caldari). The major trade hubs are Jita (caldari), Ourserlert (Gallente) and Rens (Minmatar). Amarr, the 4th trade hub is a distant 4th in average population.
I imagine if you want to find a sparesely populated high sec area that Amarr space should have something.

Since amarr space is so large, many regions are sparsely populated, but I wouldn't call any of EVE space "empty" anymore. _______________________________________________

Try Khanid for a sparse region. As for why, I am of the opinion that the market there is rather crappy. Trying to buy skillbooks there is an expensive undertaking, as most are at least 25% higher than in normal empire space, and most modules are also priced well over what you would get them for in Jita/Rens/Oursalert.

Amarr space other than Domain is pretty light. There are agents out there, just use your map to find them. The poster that mentioned the crappy market in Khandid is corret, even at discout prices loot tended to lay in my hanger and never sell. Best Bet is to keep a fast cargo ship around and when you get a good hold full of loot zip over to the Amarr homeworlds and put the stuff on the market there. I haven't ever really had problems buying and selling in Domain, and Amarr Prime in particular.
