Is it correct that you do not get any benefit from a skill until it is fully trained? Do you automatically get the benefit from a skill right away if it pertains to a module? For instance, what if I am training afterburner, currently have an afterburner on, and the skill finishes. Will my afterburner suddenly start going faster or will I need to turn the AB off and back on for the effect to take place? |

Skills only start to benefit once you fully train that level.
So there is no level 1.5 benefit or something like that.
IIRC, the benefits are RL, so the moment you complete a skill, the bonuses are updated.
Though, EVE being EVE, sometimes you must force a session change or soemthing before it shows.

If you are thinking in terms of "max skill" then no. You simply gain a bonus each time you increase a level.

But given that EVE's code (and computer code in general) isn't always the most reliable thing... you might want to dock up and/or jump into another system just to be on the safe side (the system "refreshes you" each time you dock or jump into another system).

As stated it's a discrete system - when your Gallente Cruiser skill is at 3 but only a minute away from hitting 4, you get the benefits of 3.
It updates in space. This is most notable when your +% max shields (or armor, or structure) skills fall to 0 temporarily because you disconnect. Ships can actually be alive at 3% structure, then die without being shot again if their pilot disconnects. Supercapital ship pilots have been known to do this intentionally to try to deny a killmail (which I do not believe still works but some nullseccer can correct me if I am wrong).

this was years ago so my memory might not be 100% but I am fairly certain that I once had a level of shield management, the skill that increases shield amount, complete then I saw a red bit of the 5% more shields that I got, as back then when you got more shields either by joining a fleet with boosts or in my case gain shield cap through skills you still needed to recharge that amount, This has since been changed but the point remains that I was in my ship and in space and got the benefit immediately. |
