I'm curious, whenever you see a pirate that you want to collect the bounty on, where are you allowed to attack them (.5 and below)? If you do initiate the attack do you suffer a security rating decrease? Could I declare war to avoid all of this? Thanks

You can attack whatever you like below 0.5, but you're going to take a security hit and sentry guns will shoot at you until the aggression timer runs out. Above 0.4, large police battleships are going to show up to remind you what your pod looks like.
You can attack a war target anywhere.

So I can blast Serpentis "pirates" (with bounties) all day long without any repercussions and even an increased rating with Concord, but if I attack a real pirate with a bounty I loose some of my security rating and get attacked by Concord? Is it just me or does this sound broken?

Not really, no. True pirates have a hard enough life when they go to hi sec as it is

Actually people can be divided into three groups when it comes to security status.
Security rating higher then -1 and no bounty: not a pirate
Security rating higher then -5 and a (large) bount : wannabee priate
Security rating lower then -5: pirate, free to shoot anywhere anytime without repercussions by concord.

So -5 and below security rating and you can hit them anywhere without Concord jumping on you, but what about your security rating does it take a hit for killing another player?

no you dont take a hit for killing a player who has a -5 stat.
