Alliance creation skill was a damn long train (Empire 5). But as you do not need the creation skill to be executor any loser can run an Alliance as long as someone else creates it for them for or the current leader steps down.
CCP give us something back for our bloody long skill queue and make alliance creation skill requirements a prerequsite for something else.

Or you could do a Hardin and hire yourself out for alliance creation

A lot of reputable and successful alliances have also been set up by yours truly.
Regarding the less reputable ones those alliances would have existed with or without my help - so doesn't it please you to know that the ISK is going into the hands of a loyal Amarrian? 
To be honest the business isn't as busy as many people probably think it is. I certainly have not become uber rich on it - but then again I do lose a lot of ships

More importantly, have you typed "Hahaha you suck" in the alliance name box before coming to your senses and typing what you should do ???

I have been tempted - once when I created an alliance for the peeps who blew up my first carrier 3 days after I had purchased it... The second I cannot talk about yet but I am sure you will all find out in time
Fortunately for them I am an upstanding Amarrian and tbh if I ever did screw anyone over then I would never get a job again
