First, determine what field you want to research in. Each field offers different modules or ships. For instance, the Rocket Science field offers launchers, Caldari Starship Engineering offers, predictably, tech 2 Caldari ship BPOs, etc.
Once you've determined what you want to research, look for a research agent to match what you're looking for. A research agent is a normal agent within the "Research" division of a given corporation, much like Command, Internal Security, and Surveillance are.
The first thing to know about research agents is that a higher level, higher quality research agent will give out more research points per day as a general rule of thumb. That said, certain fields have a bonus to them (such as Caldari Starship Engineering, a three times multiplier), so don't be surprised if your buddy's agent of the same level and quality is giving out more research points per day than your Rocket Science agent (which has no multiplier).
In regards to finding the agent, first start with corporations you have a high standing with; these will provide higher-level agents just like they would with normal kill mission agents. "Show info" on the corporation and click on the "agents" tab. Select the research division and look for a level 3 or level 4 research agent that you can use. If there aren't any, check another corp that you have high standings with. Once you've found an agent you can use, show info and find out if that agent performs research in your chosen field. If yes, proceed to the next step. If no, then continue looking.
Once you've found an agent that suits, you'll need to get the skill that will allow you to use that agent. The skill should be named after the field of research (Caldari Starship Engineering, etc.), and your level in the skill determines what level research agent you can use; for instance, a level 4 research agent requires you to have the skill at level 4.
Now that you have the skill, just go talk to the agent and start your research. The agent will give you a set number of research points per day. They will be visible in your journal on the "research" tab, showing both the amount per day and total amount accrued so far. You can double a given day's amount by doing a mission for that agent (the agent will only give one mission per day).
Now that you've got your agent going, just cross your fingers and hope for a BPO. You will receive an EVEmail similar to the following:
Subject: "I've had a breakthrough!"
Content: "2005.12.20 13:40 Our research has been fruitful. If you're interested, I believe we could have a patentable Siege Missile Launcher II Blueprint. Contact me as soon as possible if you're interested."
When you get this mail, get to your agent ASAP and accept - BPO offers are limited-time-only and expire after a given period (I think it's a week, but don't quote me on that).
If you want to run multiple research agents at once, there's a fairly costly skillbook you can buy that will let you do that; each level allows an additional agent. Also, be aware that BPO offers are given out on SiSi as well as TQ (an automated, random system, I guess), so you may get a few frustrating "I've had a breakthrough!" EVEmails that won't help you at all since they're on the test server and don't carry over (I've had three of them on SiSi, but only the one on TQ).
One final thing: in the "agent info tab", it will list each field available from that agent. When you look at the specific field, it may say "nothing easily predictable". If this is the case, then there are no BPOs being given out in that field at the moment. Currently, this is true of all fields, though it may change with Kali.
