My humble appolgies to the Devs/Moderators of the Forum if the previous thread was locked and I didnt see it but ive scanned back about 10 pages and didnt see the previous thread on adjustments to Local.
I kinda want to divert away from the original whinge that the thread was based on. It was also based upon a complete ignorance of the changes to local in the upcoming patch, Kali.
To summise, the patch will now show your standings in the local channel. There are several threads you can read about it in the Dev section of the forum.
The premise of this thread is to see what the general feeling would be to a proposal I might try to slip under ccp's door. Granted Im still quite new to eve and these forums and dont mean to overstate my ability or sound obtuse. Anyhoo- this is my take on the trouble with local.
We all misuse local. Local was designed as a communal chat channel to help foster friendly/not so friendly communications with those in system (this is a rough translation of what the devs posting on the previous thread said). The problem lies in that most if not all of Eve's community use the local channel as a form of uberscanner/intel on system. This obviously effects alot of gameplay mechanics, not the least of all pvp.
THE PROBLEM (FROM VARIOUS PERSPECTIVES)
The Miner: By appearing on local anyone who is out to get me in low sec as I attempt to mind my own business mining roids sees me as they come into system. They can draw up my info sheet or sec status and scan for me and than gank me. Even if I can work my way around gate camped systems, I am still at the mercy of the wandering Pie gankers. Solution: If I am brave I still go out there and insta a ss (safe spot) or a ID (Insta dock)to a station and if I see anyone mean or ugly looking I warp out to my ss. Alturnativly I eventually get careless and get ganked, say "screw it! Its not worth the trouble" and head on back to empire. Outcome: Low end miners feel low sec is too unsafe and stay in empire.
The Pirate (Yaaar!!!):Arrrh, As I be cruising de Astrail seas I be wantten to fill me coffers wit the bountie ofa fine young miner type. Problem is see, kind sur, theybe seeing me ugly mug on ye local channel yarr. Any man worth the brass on his monkey be ss or kiking his feet up in the arms of ya local taven *****s in ya closest station yaa!. Hows me bouys supposed to earn a crust when ya be like da devil imself with ya all seeing local- Yaarr off with ya head!!!! (or something like that) Solution: (forget the pirate talk- couldnt be arsed) I couldnt be arsed roaming around looking, working for my kills so the best, most effiecient way for me to pursue my career is to gate camp- hoping for a sweet hauler kill or even a decent mission runners mod. To be honest im so bored out here I may as well go kill a noob- even tho its not worth my while- at least its something to do... Outcome:Pies camp gates making low sec all the more unattractive to just about everyone- including pies
The Mission Runner: Local's fine-Quit your whining will ya. Hell I never go into low sec anyway WTFBBQ!!!eleven!11 HAHAROFLMAO Blah blah blah...Anyway everyone one uber knows you can just chain lvl4s in empire and make heaps more anyway LOL. Hey look at my Kool mod/ship/blue ice commodity lol. Its not like eve is a game where you attempt to do team stuff anyway! (My sincere appologies to any mission runners offended who are not like this, but I had to have someone represent the ****ers in our community. Your stereotype pulled the short straw) Solution: Whats the Problem?- stay in empire and dont get ganked Outcome: I stay in empire

The missing thread was moved to "Features and Ideas Discussion" section.
Anyway, as I said in that thread, one simple change needs to be made to Local, and that it to make it function exactly like the other public channels - your portrait doesn't show unless you talk. Same would go for the new voice comms if it's operation is similar.
Constellation chat as a replacement for Local is a very bad idea since it provides a different but still very powerful recon tool.
