What does this do - i have read an re-read the the description and i cannot make logical sense of it?
Is there any reason to train this skill any higher than lvl 1?

Thus you can have 15% of your shield left, and still be taking armour damage. If you're shield tanking, this is generally considered a Bad Thing (tm) since you probably don't have a repper fitted.
Tactical shield manipulation lowers the point at which this happens. As far as I'm aware, at tactical shield manipulation 5, there is no bleed through, they have to wipe out all your (hardened) shield to start damaging your paint work.
It's a prereq for T2 shield hardeners, which are good.
Oh, and it's a prereq for capital shield boosters, which is the only reason I'm training it to 5.

The above description pretty much covers it. I have the skill on 5 and it helps alot. Those last few HP of your shield can hold up for awhile and it is nice not to have your armor effected.

I have heard that Tactical Shield Manipulation at level 5 is bugged, and provides no protection, like you have no levels.

Yes, TSM lvl5 is broken. I've had it at lvl5 for 3 years and it never did anything. I still take armor damage when under 25% shield.
Train it to lvl4 for T2 hardeners but only train it to lvl5 if you plan to use caldari capital ships.

another use of tactical shield manipulation at lvl 1 is it allows u to train the specialised skills in:
EM shield compensation explosive shield compensation kinetic shield compensation thermic shield compensation
which are all v useful if ur a fan of hardners

it USED to bea prerequisite for Shield compensations. The prereq now is Shield Operation 4. I wouldnt have trained it unless it was a prereq. its not as helpful as it sounds. ---------------------------------------

I run several tests on SISI , and TSM 5, seems to work fine, i had a heavy tanked nighthawk, with a 1mm of shield, and still no armor penetration.

If you are shield tanking, you want Tech2 hardeners. Train the skill to 4 and forget about it. The effect of the skill itself is insignificant.

IT is significant, After Kali especially. and why not if you have nothing special to train. Raven could have 30k shield easy, that last 5% you get from TSM lvl 5 equals 1500hp. that 1500hp is the difference between warping out, or staying to fight that little bit longer, well sometimes you'd rather warp and come back than take armor hits when you are shield tanking. for my Cerberus that 5% is 150hp roughly, in total TSM is putting my last 500hp of shield into effect.

Basically the more leakage you get through your shield, the more likely you can get from below peak shield regen (say 20%) back up to peak shield regen (say 25%). So sure, you take 100 insignificant points of armor damage.. but that means 100 less shield damage, which pushes your shield in a SLIGHTLY higher regen category.
So basically.. the idea of the skill itself is flawed. Less armor leakage actually slightly weakens your tank... training a skill to worsen your tank, is a bad idea methinks.
IMHO, unless you need it for a capital ship, leave it at level 4 ;p
