First, thanks to the folks in the Trader's Lounge for helping me with this, but I seem to have some experience that has me asking again.
Does the Procurement skill function as listed? I have it at level 2 and if I read it correctly, I should be able to create a new buy order at any station within 5 jumps. I can create buy orders while I am floating in space, but only at the system I am currently located in. Am I misreading the skill and I need to have it at level 3 before I can place orders in remote systems, or is the skill simply borked? The helpful folks in the Traders Lounge seemed to think that is only allowed you to adjust previously created orders. Yet I can use it to create a completly new order, but only in my current system. If I need to train to level 3 to get the advertised abilities that is fine, I just don't want to put 20+ hours of training into a skill that doesn't work.

Hi, the description of this skill is a little confusing.
You have to create the buy order whilst in a station to see the benefit.
You select the item you want to 'procure' using the market window then click on the 'place buy order' button. you can then select whether you want the buy to be within the station you're in to the maximum number of systems away your skill allows. eg I have lvl 4 so I can procure stuff up to 40 jumps away (not sure what the multiplier is)

This can't be correct. I'm having the same problem. If you look at the description of the Visibility skill you can see that ANY RANGE can be set on a buy order with NO SKILL. This is why you can place up to 40 jumps away. With procurement at L4 you should, according to the description, be able to place an order 20 jumps away, and for L2 you should be able to place 5 jumps away. I am having exactly the same issue and can only place a buy order in the same system and my procurement skill is L2.
So Rieger I don't think you are misreading the skill. From what I understand anyone can create buy orders in a station with up to 40 jumps range. Procurement allows you to place remote buy orders in space (or in station) just like with Marketing, and the remote manufacturing/research skills (which seem to work just fine for me apart from if you're trying to do it in a POS but that's a different issue). It seems borked to me. Hope daytrading isn't similarly stuffed. If I find a solution I'll post back here.

I believe the above post is incorrect.
As I know it, procurement affects remote buy orders... not buy orders in your current station. It affects the range of your remote buy orders... if they are for that station, system, 5/10/20/40/region. Anyone can set a buy order for the entire region or any other amount within their home station... no skills required for that.
To set a remote buy order you must be in space I believe... and then it will give you a listing of all the stations that will accept buy orders. You can also only place a remote buy order at a station which already has a buy or sell order for the current item (Very lame, I know).
You then need daytrading to be allowed to manage those remote buy orders.

Bloody hell....
you fellas made me recheck the whole trading skill descriptions in general and i realise that you all seem to be right.
so the procurement lvl 4 was a waste of time atm

After a bit of searching around I believe Shadarle is correct. If you look at this thread you can see that you don't use the 'place buy order' button but must instead right-click on an item for sale and then you can use your Procurement skill to good effect Apparently anyway - I haven't tested it personally.
Now like many things in EvE this isn't really how you'd expect it to work. In my particular case I really just want to place buy orders for minerals in a station where I am manufacturing, so this is actually OK as I can just sell 1 mineral remotely (from stocks) using the Marketing skill, use that order to place my buy order and probably end up buying my own sell order in the process and hence taking it off the market. It does of course become something of an issue if you are trying to place a buy order for something you don't have in that station though.
Now all I have to do is train up Daytrading to L2 and I'm set to run a remote business.

You don't need to be in space, but the item does have to be for sale in the target station.
I know, it's very lame.
To Headless Giraffe: Try setting up a sell order for a silly amount (say 1 tritanium for 1 million ISK) for the maximum amount of time in your target station. That way you can set up a remote buy order off your sell order.
And if anybody wants to buy your silly sell order, then you got lucky.

So if I wanted to place a remote buy order for, say, a complex gate key, then if there are none for buy/sell currently in the station, I cannot remotely place that buy order from space?

You still can, or atleast you can the last time I tries something like that. To place it at a remote station you will have to be in space. Clear the check box so that it lists all items, not just available items. If you are in space and click the button for "Place Buy Order" it will bring up a box asking you to select a station. If you are in a station it will only allow you to place the order from that station.

As Pralay said, you can't place a remote buy order for items that are not on for sale.
You can place a local buy order (while in station) for items not for sale, but that requires no skills.

It's possible that no stations outside the current system you're in and within 5 jumps have orders for the item you're looking for... if it's for trit or something else very common then I don't know what to say, but I'm half brain dead right now.
