How is this actually done?
i have seen a lot of ideas on the forum that get a lot of attention but hardly any approval from higher powers.
What is the process that a person has to go through and how are they made aware when an idea is actually being considered by CCP? |

All of the above.
The DEVs wisely stay out of most discussion threads, prefering instead to let the players dicuss (and often rip apart) ideas to see as many possibilities and facets of the subject at hand. After all, who better to spot the problems with an idea than the players who will be using and abusing it?
But then again, if the devs REALLY like an idea the they can cherry pick what hey like and reform it as best they can.
Of course, the. there are the feedback threads where the devs put down an idea and let the players hash it out. But even then, they take care not to talk too much to lest they contaminate the discussion.

It's based on whether players seem to like it, the devs like it, and it seems feasible.
Some sort of dev response to your request is a good sign, but there's no standard procedure and no guarantee of anything. You put in your effort, post it up and hope for the best. Generally, CCP hopes that the other forum-goers will poke and prod at any request until it either falls apart or holds up, possibly with revisions, before they take it under consideration.
You can also alert a CSM member to your thread; if they like the idea, they can also bring it to CCP--though again, there are no guarantees.
Suggestions that have clearly been thought through have a much better shot than "CCP should do X."

There is no process. You'll know if it was a good idea if it gets implemented or talked about in a devblog.
If you're serious, put up a well-written post in the features and ideas section, support your idea with some reasons it would be good for the game, and maybe it'll get some traction or the devs will notice.
Something tells me your idea is going to get lost in the morass though, and that it will get the attention it deserves.
I find that without a good mob to provide one for them, most people would have no mentality at all.

I have had a comet mining thread for over a year, has some support from players, and was an old idea that almost came into being. Yet nothing.
The modualr pos thread, which was something like 8 years old, with tons of support was ignored too. So to answer your question, there is no way to know. CCP is a dictatorship. they chose what to add. its thats simple. post your idea and wait. maybe you will get lucky.

You know ehen the dev blog about it is out or it is in the patch notes. Or you simply see it in the game at some point.
There is no formal process that you can go through to make CCP implement what you want. You might be able to get the CSM aboard and have them push for it, but that isn't a guarantee either. Simply offer good, constructive ideas and wait. |

Listen to others commentary/criticism and modify idea appropriately.

Once upon a time I was following/posting in a GD thread, then I went to sleep and next day I tried to catch up but had to "move heaven and earth" to find that post (because it had been moved).
So I made a polite complaint here that 'normal' forums had this "this topic was moved to...." function. And since then you guys have been so kind to do that.
Not saying it was just me but I'm glad I could help a bit.

Again not slapping myself on the chest but I do think very, very sometimes my tiny suggestions helped shape this universe a wee tiny little bit.
It depends perhaps at who picks it up over at CCP, thinks 'why didn't I think of this' then runs away with it.

I've had a few of my ideas implemented.
The longest was 4 years. The shortest was maybe a month (next release).
Example of the longest one, which even the CSM help to champion (I originally made the proposal to the CSM):

The most important thing is to get CCP's eyes on it. That can mean posting in a few specific places / threads, which varies depending on the type of suggestion. |

If you really truly think you have a suggestion that should be implemented, your first course of action would be to go over the F&I subforum and either find the relevant post or make a new one. As a general rule, unless it's a "little thing" or already on CCP's roadmap, it's not going to be considered. For example, "new ship class idea!" threads are going to be ignored. If you want CCP to see it, go to a CSM member (mails are usually fine) and ask for feedback from them. They'll be able to tell you if your idea is good, bad, already considered, can't be considered (legacy code), or worth further discussion. If it does end up being discussed by CCP or the CSM, you can pretty much guarantee that you'll never hear the details. That being said, a friendly CSM might be nice enough to let you know if it was discussed and what sort of response it received - that's not NDA for us, although happens rarely.
Really, tho, as a member of the aforementioned CSM, I'd really appreciate it if you screened your ideas past the general playerbase so I don't have to be the first one to tell you it's stupid. TIA.

They don't. CCP considers feedback only for their own ideas, and even then it has to come from enough people for them to consider it, therefore even the best ideas are ignored if they are made by players. CCP won't even pop in to say "No".
take this one for example which was even posted in Assembly Hall. one of the best ideas coming from a player in the last couple years and not a single CCP in sight and even the one CSM in there didn't even follow the thread and instead dismissed it as broken.
