I noticed that the top 16 teams from last year will be seeded upon entry to the top 16 slots. Is there some place this ranking can be found prior to the tournament seeding for this year? Purely out of curiosity.

I'm not entirely sure I have this right - I could be reading last year's bracket completely wrong - but I believe this is the top 16 teams from last year and the order of them:
The Camel Empire Nulli Secunda Pandemic Legion The Tuskers Co.

The term "Tech I Disruption Frigate", does that mean a crucifier, any tech I frigate fit with a tracking disruptor, any tech I frigate fit with ewar, or tech I frigate hulls bonused for ewar? |

In the past, it meant the T1 frigate hulls with an ewar bonus, such as the Maulus, Griffin, Vigil, and Crucifier.

I was wondering the same thing but as far as I read it, you are allowed to use scripts in boosting modules just not offensive ones. I could be wrong, but will have to leave CCP to answer that question :) |

The term "Tech I Disruption Frigate" applies only to the Maulus, Griffin, Vigil, and Crucifier.

Not sure if i read the rules correctly but does this mean you can bring multiple marauders this year, then? also are you trying to make everyone bring ECM setups with the ban on sccripts or something? |

I think it's less that "Everyone brings ECM" but more trying to stop the insta-damp from completely locking out the other team. Attempt at a balance pass for the tournament, and I think it'll be just fine. Can't rely only on ewar to win you a match. Sway it, sure, but not win. Same with only allowing T1 combat drones, as it effectively lowers the cost of participation for teams.
Also yes, I think multiple marauders are allowed per setup, since the Bastion module has been ruled out.

I think Marauders will not be used unless you reduce their point cost by 1 or 2. Yes, they'll have a ton of utility high slots, but from my experience, they melt without Bastion, due to high sig, weak SS, and lower DPS than pirate...
HOWEVER, if you allow Marauders to be used as flag ships, I think this would be extremely efficient and unique.. Also allowing you to keep them with the high point value.
They wouldn't be OP in nature if you allowed them to be flags because, in comparison. Nightmare - High damage, good tracking, velocity bonus, utility highs Bhaalgorn - Neuts, webs, all around utility boat Rattlesnake - missiles, drones, high tank Barghest - missiles, scram range, 1 utility high, armor comp potential/tank capability Vindicator - high damage, strong tank, web bonus machariel - damage, speed... not too sure on this one
In the case of marauders You get utility highs, moderate range (without bastion), and tank... Though you must note that their tanks are specific to ACTIVE TANKING, which can be a weak point as well. Their large sig, low SS, and moderate damage actually put them below pirate ships in overall functionality in the AT.
Back to the point though... I think they should be allowed as flag ships. Or, have their point costs reduced.. Otherwise, I don't think we're going to see many of them, if any at all.

I would think it would be fine, as long as it's not allowed to remote rep. (though, it likely isn't usable without it). Though, the RR power of the Nestor is a good bit less than that of a t2 logi, especially when you factor that they may want to use it for damage and logi.. Perhaps give it a high point cost 20-22, and not allowed to be flagship?? and only one allowed.(can also be banned)
Could cause some really cool metas, and have a meaningful choice of more dps or more rep. |

Bastion Marauders were really only effectively used, last AT, in a drone fleet comp. With the restrictions to drones, being only t1, it nerfs that by quite a bit.
That said, blops have been used to great effect at times, (SB) assuming stealth bombers? - Have been used to great effect in past ATs, transports are used cause they don't do anything, and many T1 BS hulls have been used. Ravens, domis, geddons, tempests, hypes, megas, are all used fairly often, with gallente hulls leading the way.
Though, I'd like to see more use of (formerly know as) tier 3 hulls.
I might also state that anytime Marauders have been used to great effect, without bastion, is when the enemy fleet consisted of little to no ewar, and/or didn't apply it to the Marauder.
The Meta seems to be different every year. AT 12 - drones AT 11 - damps At 10 - brawl (can't remember)
I know that at least one AT consisted of many bomber fleets, but effective use depended on bomb deployment. Hell, their point cost was increased because they were so effective.
However, this year the fleet comps will be different, as they're only allowed to bring 2 of each ship, as opposed to 3. This will effect fleet comps more than anything. |

Seriously? Read the bonus for those ships. 8 guns worth of damage for only 4 slots taken up... Leaving high slots free for "utility"

Yes - Tech 1 Support Cruisers are the Scythe, Exequorer, Osprey, and Augoror.
T1 ewar cruisers are the same as regular cruisers - 6 points each.

... I think it was more meant as a hype thing, along the lines of "Sign up to win..." or "Sign up to own faces in..." or something similar. I think their grammar was fine. Rule in this case means less lording over territory or people, but instead being a reigning champion or dominating one's opponents. ;)

It was actually more a reference to the rules being included in this blog.
More seriously though, we've had questions regarding the Target Spectrum Breaker and Polarized Weapons.
The Target Spectrum Breaker is NOT allowed. Polarized Weapons are allowed.

The nestor would be OP even IF you weren't allowed to refit off of it.
The repping bonus the nestor gets would simply make it too strong a logi, you could easily set up a tinker team with it that was nigh on unbreakable.
