Possibly a new carrier class, less tank same weapons as normal, similar to the design concepts of the Talos, Tornado where they were given less tank but the same large weapons.
I am thinking that these ships could fight against each other in High sec but only in certain areas, such as a capture point, but the battle is to gain favor from the empire space you live in. these ships can also be used in other areas of space.
*Story-line: with the threat of drifter activity the empires rush to build capital ships that can be constructed quicker and trained into faster etc... |

FYI to the OP...
- Using normal drones, Carriers deal the same amount of damage as Drone-centric battleships (also using drones only).
- With Fighters, Carriers deal the same amount of damage as a drone-centric battleship using both drones and high-caliber guns. Exception: the carrier devotes all of it's slots for maximum drone damage and application... which makes it defenseless (and tankless) on field.
- Outside of Siege Mode, Drednoughts deal only slightly more damage than a gank-battleship (yes... this is with three XL weapons).
- the only major advantage capitals have over sub-capitals is hitpoints and repping power... both of which are potential problems in high-sec (especially regarding safety and combat tactics)
- if you have to put manor restrictions on ships to make them work in any particular area of the game, there is a good chance that it probably isn't good idea to begin with.
- did you know that Drifters can one-shot carriers and dreds? (this is not a joke, they can potentially two-shot a POS).

Put a gecko in a rattlesnake.
Or an ishtar/domi/whatever else you feel like. Those can take two of the things, but the snake gets insane bonuses to them. Pick your poison.
Also, your 'capture points for the favour of the empires' thing is an exact description of faction warfare complex mechanics. If I recal correctly, the biggest of these don't have gates on them... |

When drifters first appeared, a couple of my corpmates decided to take one on in a pair of Thanatos. Once they triggered the drifter's DD, I watched a max tank fit Thanatos go from full shields/armor (the drifter had focused on the other Thanatos up until this time) to 18% structure in a single shot. Had it not been fit for max tank, that carrier would have surely died.
EvE is hard. It's harder if you're stupid.

Besides that, marauders and to a lesser extend nestors are perfectly able to perform baby-dread (lower DPS)/carrier roles. |

OP....the only difference between a carrier and a drone boat is the jump mechanics. Not jumping around to cyno's its ssdd.
So are dreads. take target press f1 and replace with target, hit siege, press f1. Not an earth shattering change here. Practice with marauders on production server if cba to fire up sisi.
Or want to to play with carriers but not play out of empire, fire up sisi, get caps on there and have a ball.
Or make lots of money and buy one of the empire caps that go on sale once in while. Mix this with hoping and praying GM's have a really bad streak of making more of them when they mistakenly spawn a petition replacement in empire for better pricing maybe lol. |

How about we just fix the ship classes we already have? They fixed the Marauders you how see them in low sec and null even. Perfect ship for PVP and PVE. They are 'hopefully' fixing the Nestor a tad (just give it the ability bridge like its younger siblings) Black Ops BS do need 'some' work on tanking and esp cap heavy guns and jumping.
I feel anyone of these ships can be what you are looking for. .. At the least you can just get a Ishtar and play Ishtar online with the rest of us.

The nestor is in a very good spot at the moment and fills its niche to a point that it may even be to strong. It should never be given bridge capability do to the power of its RR and the nature of Black ops. The SOE line is one built for exploration and WHs and the nestor thrives in WH space and as a byproduct is also extremely powerful in HS
The Black Ops BBs do not need any more tank Blops are hit and run their glass cannon bodies are their weakness if anything the redeemer may be a little to tanky. this is the main reason the Nestor should never be able to bridge/be bridged.
