When I try to run the repair tool I get this error log:
SSLError: [Errno 1] _ssl.c:504: error:14090086:SSL routines:SSL3_GET_SERVER_CERTIFICATE:certificate verify failed

Any ideas?

Every time the launcher freaked in the last two years since the 2nd launcher edition went live, I had to do a full offline reinstall, because the repair tool was broken too.
Remove insurance.

I'm having the exact same issue. I've been trying to fix my launcher (again) to get ready for Carnyx release. None of the launcher fixes work for me. I've tried reinstalling the launcher, reinstalling the whole client and the Steam version. The launcher has always been a bit hit and miss for me, but it's been stuck in limbo for nearly a month now. Usually a reinstall of the launcher fixes the issues but it hasn't worked this time around. It's worth noting that none of my attempts to login via the launcher appear in the activity logs of my accounts.

repair.exe failure log here backed up and deleted settings.ini and failed, restored it backed up and deleted a random certificate file in the root folder, failed and restored it deleted and replaced the repair.exe from here and was prompted to update it, update was successful, execution failed.
conclusion: something's broke bad |

Looks like you've got the UnicodeDecode error. We've deployed a fix for it to the Singularity launcher, and you can use the sisi launcher to patch your TQ install. Instructions for installing the sisi launcher to your TQ install are here. It'll tell you it's a pre-release launcher, but that's fine.
Unfortunately the UnicodeDecode error breaks the self-update mechanism of the launcher, so we can't have the launcher update itself to fix the issue, hence the manual patch. Sorry about the fuss |

Had the exact same SSL3_GET_SERVER_CERTIFICATE error after upgrading repair.exe to the latest version.
What fixed it for me was to download a fresh repair.exe tool from https://wiki.eveonline.com/en/wiki/Client_Repair_Tool, and NOT upgrade it when asked. |

CCP, I highly recommend that you stop coming up with new "features" until all the issues have been fixed correctly. It seem to me that all you're doing is piling bad code on top of bad code. And why is there not a separate patch that can be download without using the launcher? Too easy, maybe? |

Fresh install Run rescache Delete corrupted files Use the "repair" function in the eve installer Install new launcher (as linked above)
Hopefully this helps |

Okay, I've been away for a few days, but I was able to try this before I left. I can confirm that this works perfectly to fix the launcher (or near enough to it as to makes no difference). Thanks Bartender.
Edit: Just tried the repair tool, that's still broken, and still gives the same log. I've found deleting the repair tool and downloading a new one is the only way to fix it. It will want to update when it's run, the updated version is broken, so as Viti Anirosiri also said, DO NOT LET IT UPDATE.

how i fixed this monumental shitstorm of an installer fuckup.
1 - download the offline installer. 2 - download the prototype sisi launcher thing and replace the one in the freshly installed CCP folder. 3 - run the repair tool without updating.
the repair tool will run for a few minutes and (as far as i can tell) delete a bunch of ****. once it completed i ran the launcher and it updated some stuff and the game ran like the first time i launched it.
hope it works out for everyone. cause this really pissed me off. |

I am also using the "pre-release" launcher that was linked earlier in the thread, not sure how much that has to do with it. It worked, so I kept using it :) |
