Being now on the Testserver I see, that in my current corp I don't have the rights to anchor a control tower in space, so I can't play around with POS features.
Thinking about normal eve gameplay ... Why should it not be possible for somebody to build up a small POS for himself and to allow people access by a password or by an authentication scheme.
Ok, normally a POS thing should be a corp task, but why shouldnt it be an option for a temporary strategical move for whatever nice reason ?

Since the test server is a completely seperate entity and does not affect anything you do on TQ, you could leave your current corp on the test server, create your own, and you can have all the POS fun you want.
As for your other question, I don't think it would be feasible to let everyone and their grandmothers have their own personal POS's. Too complicated for the servers and probably every moon in every system would get gobbled up.
