Hello,
So what do you think is it time we cap the plex cards at one billion iskes? The supply and demand will never drop for them... I think in the long term of things it would be good idea to cap them out.... |

The answer is simple.
Remove PLEX from the game. Problem solved.
I do not like the men on this spaceship. They are uncouth and fail to appreciate my better qualities. I have something of value to contribute to this mission if only they would realize it.

Nope
PLEX prices are down to supply and demand, demand is increasing because PLEX has suffered from "mission creep" over the years and there are now more options on which to use it. If you feel that you have to grind to pay for PLEX then you're better off just paying a sub; fun>isk tbh.
CCP are unlikely to interfere in the player driven economy that Eve is famous for in the way that you want. At best they may release some of the confiscated PLEX they have stockpiled to increase the supply and attempt to rein in the rate at which prices change; NB: this is not the same as generating PLEX out of thin air, confiscated PLEX are purchased in the usual ways, either through CCP and partners or via ingame means by botters and RMTers.
Civilized behaviour is knowing that violence is barbaric, but paying other people to do it is business.

If it works, fewer people will create PLEX in the first place. More likely it will just drive the RMT market.
There are a finite number of people willing spend real money to pay your subs for you. PLEX price sits at the level that matches that supply. If 1000 PLEX a day are put in the market, then the 1000 people* willing to pay the most ISK for a PLEX will get them.
The only way that we'll see a "real" drop in the PLEX ISK price is if CCP drop the real world currency price. Then when there are eg: 2000 PLEX a day hitting the market, you only have to offer the 2000th highest price to get one, not the 1000th.
Fur more information on how this effect works, please discuss with your high school economics teacher.
*Yes yes I know, the people willing to buy 1000 at the highest prices, I'm trying to keep this simple for him.

I feel like this explaination needs to be given way too often. Can it get added to the EVE Wiki or something?

The biggest problem with Plex is the stacked deck problem. CCP gets IRL monies for Plex. CCP controls the accounts Plex are stored. CCP can therefore create the in game shortfall or demand for Plex. CCP can also theoretically pump unlimited fiat money into the game, allowing people to again artificially drive up the demand of Plex.
Supply of plex is not a problem, and the price of plex doesn't follow any traditional supply and demand curve that I have ever seen, evidence of this is in checking available units to units sold with the price fluctuations.
Then to make matters worse we see things like CCP's stats on the trillions of isk worth of plex held in confiscated holding accounts and their own admission that hundreds of players are sitting on thousands of stored up plex.
Transparency in the system is needed to allow plex to continue in it's current fashion.

That reads a lot like "CCP should give away the PLEX from accounts they ban"

No, not at all. And they shouldn't cap it either.
It would just be nice to know how many have been bought, used, destroyed and what not... since we are talking about a game where nothing is ever sacred, not even CCP's word.

Yeah, how about no? Suggesting a price cap for plex is suggesting that you think you're entitled to play the game for free.

It's more like "you getting to dictate how much ISK I can ask for paying your subscription".
Well when I get to dictate to CCP how much money they can ask for a PLEX, then sure.
Wait, no, commerce doesn't work like that.
